OBJECTIVES OF THE PROGRAMME :
Within the framework of Communicable Diseases Department, to collaborate with Member countries, international organizations, NGOs and other programmes/partners to strengthen national capacity to develop and implement programmes within the context of health systems for diseases like HIV/AIDS, TB, Malaria and other communicable diseases and mobilize resources.
Description of duties:
Under the direct supervision of Director, Communicable Diseases, and broad guidance of Deputy Regional Director and as a team member addressing common areas across HIV/AIDS, TB, Malaria and other communicable diseases, the incumbent will provide support to Member countries in programme development, implementation, monitoring, evaluation, research and resource mobilization in the above areas and advise the Regional Director on the changing needs of the Member countries. The incumbent will work collaboratively with the WHO Representatives and national counterparts in the Member countries, with other UN agencies, Global Fund, institutes and organizations and Non Governmental organisations to conduct or coordinate related activities in the above areas. While undertaking normative functions in the Regional Office, the incumbent will support a coordinated and harmonized effort of the relevant units.

Summary of Assigned duties :
1. Plan and develop methodologies and evaluate the activities of the regional priority communicable diseases programme on the basis of the Regional Director's priorities and policies and ensure close cooperation with related areas.
2. Ensure coordination and exchange of information with headquarters, other regional offices, country offices, health ministries and other organizations like Global Fund etc.
3. Participate with national authorities, non governmental organizations, international organizations and international health partnerships to formulate regional and national health programmes and to develop plans and activities to implement the programmes activities. Advise the Regional Director on the identification of priorities and action plans to meet the objectives of the programme.
4. Administer support to regional and country activities by advice, guidance and coordination.
5. Mobilise extra-budgetary resources to meet the regional and country programme needs.
6. Promote and coordinate the activities of international, bilateral and voluntary agencies in the delivery of the programme and support nationals to strengthen the health systems that are required to do so.
7. Collaborate closely with Global Fund and International health Partnerships and facilitate technical support to countries in concerned areas.
8. Promote research by encouraging the application of appropriate research methods, ensuring collection and sharing of research information, formulating protocols and scrutinising research proposals for funding.
9. Perform any other duties as assigned by the supervisor.
REQUIRED QUALIFICATIONS
Education:
Essential: Degree in medicine from a recognized university with post graduate degree in public health

Desirable: Training in management and/or public health administration. Public or academic recognition for the work done in the inter-related programme will be an asset

Other Skills (e.g. IT): Computer literacy and knowledge of relevant computer software and applications
Experience:
Essential: At least ten years professional experience in communicable disease control including HIV/AIDS, TB and other priority communicable diseases, including five years experience in communicable disease control at the international level

Desirable: Practical experience in developing countries in one or more inter-related programme areas
Languages:
Excellent knowledge in written and spoken English.
Desirable : Knowledge of other languages in the SEAR countries will be an asset
Annual salary: (Net of tax)
US$ 79,537 at single rate
US$ 85,615 with primary dependants
Post Adjustment: 40.4 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
