By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.

PROGRAM BACKGROUND
Wazir Akbar Khan Hospital (WAKH) is the largest teaching hospital in Afghanistan (210 beds), with the largest residency training programs in the country (general surgery, orthopedics and internal medicine). It serves as the major referral and trauma center in Afghanistan, with approximately 600 patients admitted, 5,000 OPD consultations and 750 surgical procedures monthly.

IMC’s objective for this project is to provide technical assistance focusing on maintaining essential hospital services and facilities, while at the same time upgrading medical staff skill levels to improve clinical services to patients, and advancing hospital management and support systems. The goal of the Wazir Akbar Khan Support Project (WAKH-SP) is to strengthen the provision of high quality tertiary care in Afghanistan. This project is intended to continue to strengthen Afghanistan’s overall health system, by focusing resources on one of the most significant tertiary care facilities in the country.

JOB SUMMARY
The primary responsibility of the Medical Doctor – Emergency Medicine Specialist is to provide training and hands-on care which will upgrade the skills and knowledge of local counterparts in basic, up-to-date emergency medical practices. The duration of the assignment is two months, with a possible extension.

The ER Specialist will work in the Wazir Akbar Khan Hospital alongside the existing medical staff to provide training in diagnosing and managing emergency patients in the WAK Hospital emergency wards, and Medical/Surgical ICUs. She/he will have the qualification of MD doctor with postgraduate diploma in emergency medicine. She/he should have worked at least three years in emergency medicine. She/he should have good communication skills and assumes responsibility and accountability for their practice, applying up-to-date knowledge and skills in caring for each patient. He/she works as a member of a team that includes all staff of the hospital.

ESSENTIAL RESPONSIBILITIES
1. Work with the WAKH Chiefs of Medicine, Surgery, Orthopedics and the IMC Medical Coordinator / Advisor to create and implement an emergency medicine training curriculum to coincide with the length of stay.
2. Advise/train staff on the provision of emergency care that is relevant to each patient, including emergency protocols and procedures (BLS/ACLS/ATLS).
3. Participate in medical teaching wards rounds, case conferences and other in-service education.
4. Advise/train staff in performing relevant emergency procedures, including the decision making process for those procedures.
5. Advise/train staff on the appropriate use and interpretation of lab tests in the emergency department and indications for further investigations, if necessary.
6. Advise/train staff on patient education and counseling in relevant areas of illness for patients who are discharged from the emergency department.
7. Advise when specialized assistance is necessary (consultation or referral).
8. Advise nursing staff on care of emergency department patients.
9. As needed, share relevant knowledge, skill and expertise with surgical, medical and nursing staff concerning their scope of practice and standards for good, professional practice.
10. Advise on continuing professional development and medical education opportunities, including skills in in-service presentations and research methods.
11. Advise on relevant administrative duties such as patient charting, recording and reporting of data, emergency room and/or facility management, and coordination of specific educational programs.
12. Assist in the provision of 24-hour, seven-day hospital emergency services, which may occasionally require evening or night duties.
13. Follow established departmental policies, procedures and objectives; continuous quality improvement initiative; safety, environmental, and infection prevention standards.
14. Assist/train in the supervision and monitoring of all the activities on the emergency wards.
15. Assist/train the emergency medical team to identify and report any problems which may interfere in the delivery of services or in achieving improved patient outcomes.
16. Assist the emergency medical team in improving the emergency department’s administrative and human resource functions which will lead to improved patient outcomes.
17. Participate in relevant hospital administration and management meetings to share information and discuss the program’s progress.
18. Assist the Chief of Party and Medical Coordinator / Advisor in developing reports and updates.

•QUALIFICATIONS:
• Board Certified Emergency Medicine, preferably with overseas experience
• Certification in BLS/ATLS/ACLS an advantage
• Fluent written and spoken English
• Knowledge of Dari, Urdu, Hindi an advantage
• Working knowledge of Microsoft Office
• Ability to work well with others; culturally and socially sensitive
• Must have excellent communication and inter-personal skills
• The ability to work with a broad spectrum of people: experience in effectively dealing with international staff with ability to relate to and motivate staff effectively
• Ability to exercise sound judgment and make decisions independently
• Extremely flexible, and have the ability to cope with stressful situations

LANGUAGES
• Ability to read, write, analyze and interpret, technical and non-technical in the English language.
