PUBLIC SECTOR SPECIALISTS

The University of the South Pacific (USP) and Australia, in consultation with Pacific Island partners, have established the Pacific Islands Centre for Public Administration (the Centre) within the USP. The Centre, located at the Statham Campus in Fiji, will promote effective public sector service delivery in the Pacific. The Centre will link into the existing public sector management programs managed by USP through the School of Management and Public Administration in the Faculty of Business and Economics.The Centre will be a long term initiative which will promote the efficient and effective design and implementation of coherent public policy.

The Centre will promote the following outcomes:
- Pacific Island Country public sector skills better match identified national priority needs as a result of exposure to quality, accredited learning opportunities;
- Pacific Island Countries obtain reliable information on the size, characteristics, cost and productivity of their public sector workforces and have the capacity to utilise that information to best deploy their workforce in support of national development goals; and
- Pacific Island Countries improve the effectiveness and efficiency of their public sector workforce through appropriate reform and enhancement of workforce planning, management and development processes.

The Centre will be managed on a day-to-day basis by the Centre Director who will establish, lead and manage the Centre supported initially by a team of three Advisers, executive and administrative staff. USP is now inviting applications from the relevant and competent professionals for the three Advisor positions as follows:

- PUBLIC SECTOR CAPACITY DEVELOPMENT AND TRAINING ADVISER - FVC121
- WORKFORCE ASSESSMENT AND PLANNING ADVISER - FVC123
- PERFORMANCE MANAGEMENT SPECIALIST - FVC124

Core Requirements for all Adviser positions:
All advisers will be required to demonstrate a level competency in at least several of the following core requirements, in addition to the specific technical skills of their position.
- Demonstrated understanding of the role and functions of the public sector and of various public sector models;
- Demonstrated understanding of the role of a technical adviser and of the range of capacity building approaches and their applicability to different contexts;
- Demonstrated understanding of and commitment to principles of gender equality and gender mainstreaming and of disability inclusion, including how these can be integrated into workforce policies and workforce development opportunities;
- Demonstrated understanding of and commitment to mainstreaming HIV principles, including how these can be integrated into workforce policies and workforce development opportunities;
- Excellent oral and written communication skills, including an ability to communicate with people from a range of different backgrounds and language groups;
- High level interpersonal and relationship skills, including the ability to build and maintain networks and collegiality between staff in a variety of roles and across the Pacific region;
- Experience in working successfully in a cross-cultural, multi-lingual environment and an ability to adapt personal style to the culture, group, and event when appropriate to do so;
- Ability to formulate and deliver advice and solutions tailored to environments which may have limited budgets and resources and high staff turnover;
- Ability to contribute to the academic and cultural life of USP by working closely with the Faculty of Business and Economics and the School of Management and Public Administration.

Requirements of all Adviser positions:
All Advisers will be expected to identify and facilitate access to relevant information about:
- research, studies and evaluations;
- examples of good practice within the Pacific region;
- work underway and completed in other PICs;
- courses available or being developed;
- people in other PICs with similar professional interests and challenges; and
- systems, policies and procedures being developed or utilised.

Qualifications:
All adviser positions should have formal qualifications relevant and applicable to the positions.

All Advisers will also play a role, within their areas of expertise, in helping PICs to identify impediments to productivity and effectiveness (structural, resource, competence and capability) and to analyse appropriate responses.

The positions are for a two year period and maybe renewed for a further period.

Salary Range:
Senior Lecturer /Associate Professor
F$81 145 to F$93 629 per annum
F$99 311 to F$111 726 per annum
(Inclusive of 15% gratuity)

In addition to the above benefits, the University contributes 10% of basic salary to an approved superannuation scheme, provides airfare and relocation costs where appropriate. The University may pay inducement allowance to attract an exceptional candidate.
