Background

The BBC World Service Trust has been working in India since 1999 across a range of thematic areas. The organisation has acquired a reputation as a leader in the field of communications for development in India through a diverse portfolio of projects and a track record of innovation. As well as health, the Trust has delivered impact in, gender, humanitarian response, livelihoods and governance through mass media for television, radio, cinema, new media platforms, outdoor media, print and outreach. The Trust works with Indian broadcasters, NGOs, government agencies and other stakeholders to strengthen capacity, share learning and ensure impact.

Overall Purpose of Job

This is a senior position, providing leadership and direction to one of the Trust’s largest country operations. The Country Director leads a team of national and international staff to deliver innovative, high quality and relevant content on development issues across a range of media platforms, targeted at diverse groups. The Country Director is responsible for delivering projects to agreed targets and objectives. This includes responsibility for developing the country strategy, ensuring editorial output meets BBC standards and values, as well as relationship management with partners, donors and other stakeholders. Development of future business is also a key responsibility of this post. As a part of the senior team in the Asia region, the Country Director is also responsible for helping shape wider regional strategy and Trust-wide organisational development.

The Country Director is ultimately responsible for the financial management of the projects, with support of a local team and a London-based project manager, with line management accountability to the Director, Asia (based in London).

Main Duties

1. To lead on developing the Trust’s strategy for India, to ensure relevance to the audience and appropriateness of media interventions in international development.
2. To assume overall responsibility for the delivery of projects – outputs, management and evaluation, on time and within budget, including adherence to local regulatory requirements (legal and taxation), effective financial decision-making and supervision of personnel (international and local).
3. To lead business development for the Trust in-country.
4. To manage a team of creative, production and development specialists to develop, design and create outputs. An ability to train staff in editorial processes/and or build capacity among local teams is required.
5. To manage relationships with donors and other stakeholders, including the timely reporting on project activities. 6. To liaise with the London office of the BBC World Service Trust with regard to strategic, operational and financial issues and to liaise with other BBC staff and operations in country as appropriate.
7. To ensure that project outputs (radio/television/mobile/web etc.) are produced to the highest standards, in line with BBC editorial values, and which deliver on development objectives.
8. Ensure each project’s message brief is reflected in the outputs and that BBC branding guidelines are adhered to.
9. Work with the Research and Learning team to ensure qualitative and quantitative research activities contribute to project design, content production and measurement of impact and that these research activities are delivered on time and within budget.
10. To ensure that production plans adhere to the agreed timetable and budget.
11. Wherever possible and appropriate to ensure capacity building for national staff and partner organisations.
12. To represent the Trust in India and internationally with donors, project partners, the Indian Government and other stakeholders.
13. To manage an admin and finance team and ensure that the Trust’s editorial, administrative, financial, HR and Health and Safety policies are complied with and regularly monitored; ensure that where country specific policies are required that these are communicated, understood and adhered to by staff.
14. To play a wider role, working to the Director, Asia, to help shape future strategy and development in the Trust’s Asia region and contribute to the wider development of the Trust.

The post will be based in Delhi with occasional travel within and outside India for attending/facilitating meetings and conferences. The Country Director will be expected to sign the BBC’s conflict of interest declaration and keep it up-to-date. S/he may from time-to-time be asked to take on extra responsibilities by the Director, Asia.

Required Knowledge, Skills and Experience

1. Demonstrable understanding and commitment to international development, including experience in the use of media for developmental.
2. Radio/television programme-making experience desirable e.g. radio discussion programmes, radio and TV public service advertising, film-making.
3. A proven track record in developing proposals and securing support from donors.
4. An ability to present persuasively to potential partners and donors, in large groups as well as one to one settings.
5. Strong leadership skills with significant experience of effective management of large-scale projects/
events/ productions and experience of managing diverse teams, including editorial and production teams.
6. A track record in sound financial management of a large scale operation for an International NGO or similar.
7. Experience of managing large budgets including experience of the reporting requirements of a variety of donors (e.g. bilateral, multilateral and private foundations).
8. Knowledge of BBC editorial values and an ability to apply these to media for development projects.
9. Demonstrable creative ability with a proven track record in originating new ideas.
10. Excellent interpersonal, negotiating and diplomatic skills.
11. An ability to cope with the pressures of working in a media and development context in a demanding environment, and an appreciation of the issues and difficulties involved.

Highly-developed written and verbal communication skills. Listens, encourages discussion and two-way communication. Excellent standard of IT literacy.
