Business Development Advisor

Specific Duties and Responsibilities:

Partnership Development/Donor Relations
• Cultivate relationships with potential partner organizations
• Develop relationships with donors – both with traditional US Government donors and non-traditional – for early opportunity identification and program design inputs
• Map donor trends linked to strategies
• Participate in industry/sector events
• Demonstrate leadership in relevant industry forums such as SID, InterAction, and other working groups

Strategy Design and Implementation
• Support development of global, regional, and country level business plans
• Develop 3-5 year country strategies in conjunction with relevant field and HQ-based staff
• Design and implement program/proposal specific capture strategies in conjunction with appropriate technical and/or country staff
• Develop fundraising campaigns for specific initiatives
• Identify key roles to carry out capture strategies
• Develop targeted marketing materials, events and documents (white papers, concept papers, strategic plans) to gain visibility for Pact

Market research and intelligence
• Facilitate new donor working groups to determine fit with Pact’s missions, programs and operating systems and to conduct market research to identify appropriate opportunities for Pact
• Conduct market research and identify funding opportunities around organizational strategy platform priorities
• Conduct scoping/intelligence gathering field trips

Proposal Management
• Conduct competitive analysis of specific opportunities
• Facilitate bid/no-bid decision-making process
• Manage proposal preparation and the coordination of proposal inputs
• Draft technical inputs for proposals, as needed and where knowledgeable
• Coordinate various roles in proposal participation and proposal inputs from other units at Pact
• Negotiate partnerships/consortiums for specific proposal opportunities
• Ensure proposal development timeliness and quality of product

Institutional Coordination and Learning
• Support the development and roll-out of an IT platform
• Support documentation of business development standard operating procedures
• Develop training materials for Pact staff
• Train and mentor Pact colleagues as well as partner organizations in business development
• Contribute to writing and production of business development quarterly newsletter and other communications

Qualifications:

• Established network of contacts in donor community including USAID, United Nations, World Bank as well as other multi-lateral, bi-lateral, corporate and foundation donors
• Demonstrated experience in program design
• Strong oral and written communication skills
• Strong interpersonal skills
• Ability to manage large, dispersed project teams
• Proficiency with IT-enabled communications and document exchange platforms, including CRM, Sharepoint and Live Meeting
• Foreign language competence – French, Russian, other

Education and Experience Requirements:

Bachelor’s degree plus 8-12 years of relevant experience in international development; MA preferred
