Finance and Administration Manager

The Finance and Administration Manager is responsible for the control and oversight of all financial and administrative aspects of the project. S/he has responsibility for the establishment and maintenance of project systems and reporting mechanisms related to accounting, budgeting and reporting, procurement, and administration of a small office in compliance with USAID regulations, IntraHealth policies and procedures ,and Mozambican laws and regulations. S/he will prepare and submit monthly financial reports to headquarters in North Carolina and be responsible for cash flow management, including preparation and submission of funds requests to headquarters and manage all banking transactions. The Manager will also manage a very limited HR function and be responsible for procurement, as well as develop, oversee, and manage any sub-award mechanisms in coordination with partners, and headquarters programs and contracts staff.

Successful candidates will have a bachelor’s degree in finance, business administration, or other relevant field and at least five years experience in the administrative and financial management of international projects, including experience in the management of USAID-funded projects. This should be combined with a professional accounting qualification, such as membership of the South African Institute of Chartered Accountants or Institute of Chartered Accountants of Zimbabwe; experience with an international audit firm is a plus. In addition, successful candidates will have extensive experience and skills in developing and managing budgets, will possess a sound knowledge of USAID rules and regulations and strong interpersonal and communication skills. The applicant should be proficient in using online financial systems and databases as well as accounting software, preferably multi-currency QuickBooks and Serenic Navigator. The candidate should have excellent organizational, analytical, oral and written communications skills in both English and Portuguese.
