Regional Finance Manager Malaria Consortium

Background

Malaria Consortium is an international organisation working globally, particularly in Africa and Asia, on Malaria and other communicable disease control. Malaria Consortium manages a large number of projects in many countries; the organisation income for year to 31 March 2010 was £19m. The Regional Finance Manager (RFM) based in Uganda is responsible for overseeing the finances of the Uganda, South Sudan and Ethiopia country programmes including donor reporting, budget preparation and all financial and management accounting. The RFM provides support to the regional Africa office based in Kampala, Uganda. The RFM reports to the Africa Programmes Director and interact with the Financial Controller (FC) and Chief Finance Officer (CFO) to meet the global reporting needs of MC. The RFM is an integral part of the senior management team in the regional office and work closely with the management, technical and operations teams in the regional office.

The successful candidate would be responsible for the following duties:

• Ensure all country finance teams are clear on the processes and systems of financial management, providing support to the Country Finance Managers to help them achieve their objectives
• Work with the CFO to improve financial systems in the region, introducing change where requested as part of the global improvement
• Support the offices to prepare the annual budget and revised forecast
• Ensure monthly management accounts are produced, reviewed and variances are acted on by project managers in the countries and for the region.
• Review all financial donor reports in the region and ensure submitted to donor on time with accuracy
• Coordinate with the Financial Controller on updating monthly cash flow projections in order to predict future cash flow trends.
• Carry out regular monitoring visits to Country offices according to a planned programme of visits to ensure quality in all aspects of financial management
• Coordinate with the Financial Controller on the internal audit of local offices
• Assist the CFO in the long-term financial planning of the organisation
• Provide input into the strategic objectives of the finance team and how it can achieve its plans.
• Coordinate with the auditors in local offices to complete required statutory audits
• Review all legal contracts in the region to ensure aware of MC’s financial commitments and on-going compliance
• Work with the CFM to ensure compliance with all local statutory law, including in-country taxation and pension legislation.
• Participate in the performance evaluation and personal development of all CFM including the setting of objectives for the Country Finance Managers (CFM) in coordination with the Country Director in each country
• Actively support and motivate the local finance teams, and ensure the CFM has set individual team member’s objectives and carries out performance appraisals.
• Work with each CFM to ensure adequate capacity and resource in the finance teams to meet their objectives

Person specification:

Essential:
• Qualified ACA, ACCA or CIMA Accountant
• A bachelor’s degree from a recognised university
• Minimum of five years experience in a finance team, with at least two years in a managerial position
• Excellent computer skills with high proficiency in Microsoft excel
• Good analytical and reporting skills
• Excellent interpersonal and communication skills
• High level of English, both written and spoken
• Strong ability to be able to manage and prioritise multiple tasks
• Experience in training and developing Finance staff

Contract duration: 24 months (with option of renewal subject to performance)
