Roving Security Advisor Norwegian Refugee Council (NRC)

NRC have country programmes in over 17 countries in the world and with nearly 2800 employees. NRC has a coprehensiv focus on safety and security managment for our staff and this reflects the deceided to expand the security section in 2011, with a Roving Security Adviser.

The Security Section in the International Programme Department consist of a Globaly Security Manager and an Advisor. All NRC Country Programmes have a international or a national Security Adviser, with Security Coordinators on all field Offices.

The position is field based and reports to the CD in Country Office during assignment. The RoSA reporits to Head of Section Security in between and assignments will be determined by the Security Section NRC HQ. The Roving Security Adviser will do extensive travelling between NRC Country Programmes

The position as Roaming Security Adviser is full time and field based

Job description
Gap-filling for Security Advisers in existing NRC programmes, short and longer term
Acting Security Adviser in start-up missions
Security risk assessments in existing and potentially new NRC programms.
Training of international and national staff (field).
Assist Security Section HQ during Global Security trainings and workshops

Qualifications
Relevant university degree or higher education, preferably in social sciences or international development
Minimum 3 to 5 years relevant experience working in humanitarian/recovery/development context;
Military or police training and experience, or formal security and program access education
Documented experience in international operations on security and operational planning
Demonstrated ability to work under difficult conditions and a high degree of pressure;
Proven experience in administration and team management
In country experience in cultural awareness, community – NGO relationships
nitiation & implementation of new programs
Experience in liaising with civilian, community and government authorities as well as with regional, national and international institutions
Significant political and cultural awareness and experience of working in settings where insecurity is a major issue
Analytical skills and experience
Demonstrated leadership and management skills
Significant understanding of complex emergencies and crisis contexts
Awareness of gender and cultural issues
Proven communication, interpersonal and negotiation skills
Significant training skills
Knowledgeable in various communication equipment, GPS etc.
Fluency in the English language, both written and verbal
Politically, gender and culturally sensitive
Flexible – and it helps if you have a sense of humour
