MIS/IT Specialist

dTS is a strategic management consulting firm leading initiatives in social and economic development worldwide with a view to promoting equality and accountability. In recent years, dTS has worked in over 40 countries and provided gender integration, training and capacity building, and monitoring and evaluation services to USAID and the World Bank.

dTS is seeking a Management Information Systems (MIS)/IT specialist for a USAID funded Performance Management project in Ethiopia to design and implement a web-based performance management system to help USAID/Ethiopia better manage and maintain performance information. The MIS/IT Specialist will also be responsible for developing training materials and conducting training sessions with project managers, implementing partners, M&E personnel and users of systems reports. He or she will work closely with system development staff to provide system support and trouble shoot issues and will identify system limitations and usability problems and design and prioritize enhancements to address them. He or she should have a background in conducting evaluations including creating Performance Management Plans (PMPs), work plans, etc.

Qualified candidates should meet the following requirements:

• Master’s degree in Information Technology, Systems Management or related field (required)
• Minimum of 10 years of experience in international development operations (required)
• Minimum of 5 years experience designing and implementing M&E results frameworks; developing PMPs, PM systems, work plans and indicators; monitoring on-going programs for USAID or other large donor organizations (required)
• Experience in developing M&E training materials and conducting training sessions (required)
• Broad understanding of MIS in the context of M&E (required)
• Experience working in Ethiopia (required)
• Detail oriented and organized
• Strong communicator, both verbally and in writing
• Good problem solving skills
• Team oriented individual
• High level of proficiency in MS Office applications and databases
