Construction Civil Engineer, Iraq

Construction Civil Engineer, Iraq

We are currently seeking a short-term Construction Civil Engineer for the USAID-funded Iraq Community Action Program (ICAP). The position is anticipated to start in October 2011.The ICAP project is a community-based program that fosters direct citizen participation in the rehabilitation of their communities to address local needs.

Through this program, ACDI/VOCA, in partnership with relevant Iraqi government ministries, has been responsible for a range of construction projects in four targeted provinces. The Construction Civil Engineer Consultant will work with the engineering team to help staff better cost out designs and understand design adaptation impacts on cost; to discuss blueprint upgrades and design methodologies for standard projects; and to transfer knowledge and skills to members of the engineering unit through direct discussion.

Responsibilities: • Ensure all projects adhere to timelines, budget and technical specifications. • Ensure projects adhere to generally acceptable American Concrete Institute (ACI) codes and Government of Iraq engineering standards. • Keep projects within budget while still maintaining quality standards, construction requirements and environmental specifications. • Ensure construction projects are compliant with USAID environmental regulations. • Ensure the design is acceptable to the communities where we work as well as to the government. • Avoid the use of inefficient or suboptimal materials in construction projects (particularly given Iraq's climate–very hot summers and cool/damp winters). • Avoid promotion of outdated and inefficient designs for new buildings or extensions. • Analyze correctly the potential costs of individual designs.

Qualifications: • Construction civil engineer expertise with 10 years of experience in design and implementation of small to medium-sized construction projects (i.e., schools, agricultural engineering, irrigation engineering, public buildings, parks, playgrounds, sports facilities, etc.) in developing countries. • Experience working with groups of engineers to train, mentor and transfer general skills and knowledge required. • Experience ensuring projects conform to best practices on efficiency and cost effectiveness, and U.S. government and USAID environmental regulations. • Fluency in English required. • Familiarity and experience with engineering work in Iraq or other Middle Eastern countries. • Familiarity with AUTOCAD 2010. • Experience working on USAID-funded projects preferred.
