Project/Proposal Summary:
This 2.5 year, USAID-funded project will assist the Government of Sri Lanka, the Judicial Services Commission and the judiciary to improve the management and efficacy of the Sri Lanka legal system, and improve access to justice to conflict affected and marginalized communities. The program will support the institutional capacity development of the Ministry of Justice, the Judges Training Institute and the Legal Aid Commission.

Position Summary: MSI is seeking an experienced Program Manager to be responsible for the overall development and implementation of the judicial training component of this project. Under the supervision of the Chief of Party, the Judicial Training Program Manager will be responsible for assisting in the design and implementation of pre-service and continuing education judicial training programs, in partnership with the Sri Lanka Judicial Training Institute and Ministry of Justice. S/he will work closely with the Chief of Party and the Sri Lanka Judicial Training Institute to assess training needs and effectiveness, identify gaps and deficiencies in the current training programs, develop modern and interactive course curricula and teaching methodologies, as well as create mechanisms for monitoring and evaluating the effectiveness of the judicial training programs being implemented.

Responsibilities: • Lead development and implementation of the judicial training component of the project. • Provide technical assistance and support in the development of course curricula and teaching methodologies for judges, in partnership with the Judicial Training Institute, Judicial Services Commission, and relevant legal education institutions. • Assist in conducting judicial training programs utilizing interactive and participatory teaching methodologies, including the Train-the-Trainer (TOT) methodology. • Develop national, regional and international educational opportunities for local judges, i.e. study tours, judicial exchange programs, and scholarships. • Work closely with the Ministry of Justice and Judicial Training Institute to develop mechanisms to ensure consistency and effectiveness of judicial training program activities. • Consult with the Legal Aid Commission and other implementers of ad hoc judicial training programs to ensure a comprehensive and coordinated approach to judicial education and training.

Qualifications: • Degree in law required. • Minimum of 10+ years of work experience in the rule of law/justice sector preferred. • Experience designing and/or conducting training programs for judges is required. • Demonstrated experience in utilizing interactive and Train-the-Trainer teaching methodologies. • Experience developing and implementing donor-funded technical legal assistance projects in judicial reform is ideal. • Experience working in the justice sector with government officials, judicial institutions and judges in Sri Lanka is preferred. • Fluency in Sinhala or Tamil.
