Description:
FHI 360 is seeking an Executive Chief of Party for the Regional Partnership on Culture and Development Program. The program is a three-year USAID program that aims to support the production and dissemination of regional research, evaluations, and analyses in direct support to USAID Missions and other regional stakeholders to promote the improved efficiency and effectiveness of development programming in the MENA region.

Key sector priority areas for this program include: natural resource management, youth development and engagement, and governance. The post is based in Egypt (Cairo).

The Executive Chief of Party (ECOP) is responsible for the providing strategic leadership and management to the activity, and serves as the primary source of contact regarding the program for all stakeholders. S/he will also provide strong technical and managerial leadership to the team of professional and support staff which comprises the program management and implementation team.

  • Supervise and lead local and regional staff members. This includes assessing performance, monitoring their work and ability to meet program goals, providing feedback, and encouraging their professional development.
  • Serve as the lead program representative for stakeholders and USAID and be able to foster a network of regional stakeholders to include building relationships with research institutions and USAID Missions across the MENA region that fosters knowledge exchange.
  • Oversee financial and operational compliance of the program with USAID and FHI 360 rules and regulations. This includes working with financial and operational staff to ensure policies are enforced, rules and regulations are observed, and program expenses are allowable and within budget.
  • Oversee the Grants Team to ensure successful design and implementation of grants program and oversee the development and execution of technical monitoring plan for grantees and grant awarding procedures
  • Oversee the timely delivery of contract deliverables and project outputs, including work plans; annual and quarterly technical and financial reports; research, monitoring and evaluation outputs (e.g., survey results); and budgets.
  • Oversee the work of local staff, consultants, and subcontractors.
  • Work closely with Washington, D.C.- based staff project director, technical, finance and administrative staff to manage the overall operation of the project.
  • Conduct all activities within the scope of the project budget.
  • Monitor and review budget pipelines and conduct monthly reviews of imprests to ensure accurate and timely reporting of finance deliverables.
  • Ensure that the outputs of the program, including training, technical papers, and other research products meet USAID needs for action research and that the program constructs research networks in the region.

Qualification:
  • A Masters degree and at least 13 years of relevant experience.
  • Expertise in research and publications required, with preference given to expertise in one of the program's three core research areas: environment, youth and/or democracy and governance.
  • Demonstrated experience effectively communicating with USAID partners from multiple Missions who work at multiple levels within USAID.
  • Knowledge of and experience with interpreting USAID rules, and of US government regulations.
  • Knowledge of project management, administration, and office management.
  • Knowledge of financial management to provide oversight. Experience and/or understanding of working in different cultural settings.
  • Prior experience implementing USAID projects is required. Experience as a Chief of Party for another project is highly desirable.
  • Prior experience managing grants is also highly desirable.
