Consultancy - Advocacy and Communications (Water)

National Water Resources Authority (NWRA) Three-month consultancy, with the possibility of a further three-month extension

The consultancy is aims to strengthen the capacity of the National Water Resources Authority - Awareness Department (NWRA - AD) on advocacy and water, particularly with regards to advocacy research. As most of our partners work in networks, the Consultant may be requested to support the strengthening of the advocacy and communications capacity of other partner organisations working on the same theme in Yemen. This will include producing communication materials on themes such as water.

The consultancy also will strengthen Progressio’s international and regional advocacy on water and other environmental issues through local research, policy dialogue, opinion sharing, case studies, developing communications material and contributing to international campaigns. This in turn, will strengthen the Southern perspective in Progressio’s international advocacy work on water and other environmental issues.

The consultancy time will be divided as follows:

  • 40 per cent: to liaise with NWRA - AD and with the social networks that other Progressio Yemen partners belong to.

  • 60 per cent: to liaise with Progressio, (in whose offices the Consultant will be based) contributing to the organisation’s communications and advocacy work.

The successful candidate should have a degree or equivalent diploma in a relevant discipline, and education/training in environment studies and advocacy or a related field (eg water issues).

A minimum of three years’ work experience working on water and climate change issues, and conducting environmental advocacy work is essential. As well as proven experience in research methodologies, including critical analysis and participatory methods; experience of working with governmental institutions and/or NGOs and community-based organisations in organisational development, advocacy, and capacity building; of liaising and networking with a range of different organisations and stakeholders; in monitoring and evaluating environmental communications and advocacy campaigns; in organising and delivering training workshops to a variety of audiences, and of working in a resource poor environment where access to technology is limited.

Knowledge of international environmental conventions and advocacy work; training/facilitation methodologies; well-developed gender analysis and commitment to mainstreaming gender in all areas of work; ability to work as part of a team, to engage and enthuse others and use a consensus-led approach to work; excellent interpersonal, representational and influencing skills, including the ability to communicate and work with a wide range of people in a participatory, respectful, collaborative manner, and to enhance effective work relationships; ability to plan, prioritise and implement own work with limited support, including the ability to take initiative; willingness to undertake road travel in Yemen and the right to work in Yemen are also essential.
