Performance Monitoring Plan/DQA Specialist (Expatriate), Pakistan

Project Summary:
In June 2011, MSI was awarded the Independent Monitoring and Evaluation Contract (IMEC). On IMEC, MSI will provide verification, monitoring and evaluation, reporting throughout Pakistan, and across all projects that USAID is supporting. The goal is to assess whether USAID resources are well-spent and achieving desired results and to prevent waste, fraud, and abuse in the administration of programs, regardless of the implementation mechanism.

Position Summary: MSI is seeking to field a team of three (3) specialists to review the Performance Management Plans (PMPs) of USAID/Pakistan and Implementing Partners (IPs) in order to appropriately align IP indicators with Mission indicators. The review will ensure that IP indicators are appropriately mapped to Mission indicators and standardize indicator definitions, data collection methods, and reporting. The team will also perform Data Quality Assessments (DQAs) and complete Performance Indicator Reference Sheets (PIRSs) for at least the indicators on which the Mission reports to Washington. The PMP review and PIRS is expected to require two specialists for 21 working days each, exclusive of travel. The DQA is expected to require one specialist for 24 working days, exclusive of travel. The team will be based in Islamabad, Pakistan and will include Pakistan nationals to conduct field visits in support of DQAs. The assignment is expected to start in late October.

Responsibilities: • Under the direction of the IMEC Senior Advisor, Monitoring and Verification, review PMPs of USAID/Pakistan and Implementing Partners. • Assess whether the mapping of IP indicators to Mission indicators is appropriate and suggest revisions when it is not. • Complete Performance Indicator Reference Sheets for all indicators on which the Mission reports to Washington. • Conduct a complete Data Quality Assessment for all indicators on which the Mission reports to Washington. • Prepare final reports – one on the PMP review and one on the DQA. • Prepare and present a debriefing to the Mission if requested.

Qualifications: Among them, the team members should have the following qualifications. • Experience in designing and reviewing Performance Management Plans, completing Indicator Reference Sheets, and performing Data Quality Assessments. • Excellent interpersonal skills and ability to work closely with Mission and IP personnel. • Detail oriented and able to deliver high quality work products to deadlines.
