Senior Advisor, Central Bank Operations South Sudan

Crown Agents USA, Inc. (CA-USA) is seeking a Senior Advisor, Central Bank Operations for a USAID-funded program located in Juba, Southern Sudan. The program will provide technical assistance to the Government of South Sudan (GoSS) through the adoption and implementation of sound economic policies, laws, and improved public financial management.

Project Background

The project will focus on fiscal affairs (budgeting, tax, procurement), monetary policy, central bank operations, oil management, investment policies and management in support of the Ministry of Finance and Economic Planning (MoFEP), the Bank of Southern Sudan (BoSS), the Ministry of Energy and Minerals and other key government institutions. Capacity-building will be an important feature throughout this new activity.

Roles & Responsibilities

The Senior Advisor, Central Bank Operations will be responsible for leading a team of Advisors dedicated to building the capacity of the Bank of South Sudan, the country's central bank. Advisors will be responsible for designing and supporting implementation of new systems to ensure BoSS oversight of the financial sector at the GoSS level. This position reports to the Chief of Party, and is based in Juba, South Sudan.

Specific responsibilities include assisting the BoSS with the following:

  • Strengthen Bank Supervision for oversight of local banks
  • Strengthen Bank Operations
  • Develop Macro / Financial / Regulatory Policy
  • Develop capacity of the Research Unit
  • Support development of a sustainable debt strategy and profile
  • Establish dedicated debt unit in MoFEP and BoSS
  • Enhance the capacity to undertake monetary policy

Required Skills & Qualifications

  • Masters' Degree required, preferably in finance, economics, accounting or other relevant discipline
  • Minimum 8 years of progressive experience in monetary policy and bank supervision, including experience as employee and/or advisor within a central bank or financial sector regulatory body
  • Experience contributing to design and development of capacity in financial sector regulation, including design and delivery of manuals, training, and supporting IT infrastructure for public sector regulatory bodies
  • 5+ years' experience providing training/mentorship in monetary policy, bank examinations and other key supervisory topics
  • Experience with multilateral or bilateral donor programs, preferably USAID.
  • Previous experience as a proactive manager, with a strong reputation for delivering measurable results and a significant emphasis on developing good collaborative working relationships with counterparts, other implementing partners and international organizations or donors
  • Experience in Africa or post-conflict environments preferred
  • Knowledge of USAID planning and reporting systems, operations, programming, and structure
  • Ability to work effectively in a post conflict environment
