Chinese Labor market and skills mapping expert (3 person-months)
ABU Consult Berlin GmbH, a German consultancy firm, is looking for Chinese experts for an Asian Development Bank funded project.
The Project is envisaged to start in March 2012 and to have a duration of 9 months.

Tasks (making reference to 1 international expert and the Chinese expert sought in this ad):
Under the team leader’s guidance, the experts will review previous labor market assessments and studies undertaken in Hunan to identify their relevance to current circumstances; review and assess existing sources of data on the labor market in Hunan, including employer surveys, trade and investment data, household income surveys, consumer spending information, economic, industrial, and investment policies and strategies impacting on TVET, and provincial development plans to assess the demand for, and supply of skills; prepare labor market projections for the period 2012 to 2017 using information available from HED, Hunan Development and Reform Commission, Hunan Labor Department, provincial statistics bureau, research institutes, and other sources; and undertake/oversee assessment of labor market in Hunan.
The experts will pay particular attention to pillar industries of Hunan, as well as key emerging industries, including green and clean sectors.
The labor market assessment will include an analysis of the supply and demand factors, skills gaps and mismatches, emerging labor market requirements in Hunan, and the extent to which the TVET and higher education systems are meeting the needs of the labor market, identifying implications for skills development in Hunan.
The analysis will include information on emerging labor market needs in the field of new technologies and skills mix required in the future, and make recommendations on how the TVET sector and individual TVET institutions can and should respond to changing labor market needs.
The analysis will include suggestions on how flexible the TVET sector should be to labor market needs, and what kind of labor market information is required for the TVET sector and TVET institutions so that both training providers and trainees are fully aware of the labor market needs.
The experts will identify areas for further studies and capacity building and propose tools and recommendations to policy makers for better integration of the supply and demand for skills.
The experts will validate the findings from the labor market assessment (based on existing reports and studies) in workshops with employers and industries.
The experts will organize workshops and undertake consultations with government officials, the private sector, TVET providers, and other TVET sector stakeholders; prepare/oversee preparation of draft and final labor market assessment reports; and work closely with the private sector and the provincial government to determine strategic skill areas, taking into account planned investments by the government in the Twelfth Five-Year Plan. The experts will include an analysis of the social demand for TVET courses, and the employability of graduates from different TVET institutions.
The analysis will also identify structural and cultural barriers to employability or mismatch between supply and demand of skills, including prevailing gender patterns.
The experts will assess the existing labor market information system (LMIS) and the TVET information platform; and identify weaknesses in the institutional, legal, and regulatory framework for development of an improved LMIS.
