Gender Justice Program Coordinator Oxfam

TEAM PURPOSE:

To support citizens to actively participate in a prosperous Zambia by focusing on improving the well being of poor women and men in Zambia particularly those in rural areas through increased citizen and civil society engagement and participation in governance processes

JOB PURPOSE:

To lead on the development, implementation and monitoring of Oxfam GB's Gender Justice Programme, including leading on advocacy at all levels, and linking this to the Oxfam International Essential Services campaign work.

REPORTING LINES:

Post holder reports to: Deputy Country Director

Staff reporting to this post: None (Project Officers with programme growth)

Works with: Other OGB programme staff, Oxfam International Staff and a range of relevant external organisations and individuals.

BUDGET RESPONSIBILITY:

Maximum of $400,000 dependent on availability of funds


BACKGROUND:

In 2009, after the decision by Oxfam Affiliate Executive Directors, Oxfam Hong Kong and Oxfam GB began to develop a joint country analysis and strategy (JCAS). The process involved two meetings with partners, to discuss the Zambian context and opportunities for Oxfam to review the country programme to date. In addition, a number of consultations were carried out with partners and key stakeholders. The result of this consultation process and review is a strategy with the over-arching goal of improved well being of poor women and men in Zambia particularly those in rural areas through increased citizen and civil society engagement and participation in governance processes.

Specifically, the Oxfam programme in Zambia has the following objectives for the period April 1 2011 - March 31st 2016

i) Economic Empowerment - To improve the economic status of ordinary Zambians through increased engagement and power in markets and increased benefits from FDI.

ii) Health and Education. To promote improved access to quality rural health and HIV services and education for poor people particularly women and girls.

iii) Community led WASH - To promote increased access to potable water, and sanitation for rural and peri urban communities.

iv) Disaster Risk Reduction and Preparedness - To promote sustainable livelihoods for poor people by building resilience to shocks and strengthening capabilities to mitigate and recover from disasters.

v) Reduce GBV. - To promote gender equality and reduce gender based violence through improved policy environment and changing attitudes and social/cultural norms in society.

Cross-cutting issues will include:

Gender -Gender will be integrated in all programme areas at every point in the project cycle through design, implementation, monitoring and evaluation.

HIV and AIDS - Programme approach will ensure HIV/and AIDS analysis is taken into account in all programme areas and that delivery strategies take into account the impact of HIV and AIDS on poor people.

Private Sector -Links to the private sector, as a key and sustainable driver of poverty reduction will also be woven into the programme,

Citizen Participation - Community participation in the programme is the essential component as well as a trigger for the programme's success.

Oxfam will implement the programme using a rights-based, one-programme approach with a focus on meeting needs in humanitarian circumstances where local and government capacity is exceeded, supporting development actions that address sustainable, capable responses and engagement in policy and advocacy work that will propel positive changes for poor people.


Dimensions

  • Analyse and use complex and diverse public policy issues and development information to provide in-depth analysis of the specific policy/programme area to support programme, advocacy and campaign development and implementation.
  • Coordinate and facilitate the development and implementation of agreed plans or strategies that contribute to a broader programme strategy in collaboration with other departments.
  • Strong information gathering, assessment and sharing role supporting the implementation of latest thinking into programme delivery, advocacy and campaign activities.
  • Make complex technical information from diverse sources accessible and usable by non-specialist; requiring good judgement on credibility and accuracy of the information.
  • Influential and influencing role with some external representation and relationship management responsibilities - proactively engaging with a range of internal and external stakeholders and practitioners.
  • Decision making mainly operational, requiring analysis and problem solving skills to develop solutions to diverse and complex problems; will require professional knowledge, field experience and an understanding of the one programme approach.
  • Overall responsible for significant financial resources and high value assets, partnership and alliances, donor relations, OI and other stakeholders.


Key Responsibilities

Programme development (Thought Leadership) - 20%

· Coordinate analysis relating to Women's rights issues in the country to identify policy and practice issues to influence the programme design and approach.
· Investigate and develop new project ideas including leading an inclusive design process and writing the proposal or concept note.

Programme Implementation - 40%

· In collaboration with partners take full responsibility for the development and implementation of campaign activities within the ES programme including the development of policy analysis, building of alliances and monitoring of programme delivery.

· Effectively implement the GJ Programme, and work in an interactive and coordinated manner with the other Programme Coordinators, and identifying and encouraging synergies within and across programmes to achieve an integrated approach that supports the overall Country Strategy as far as practical.

· Undertake regular monitoring and evaluation processes to continually assess organisational performance and delivery against agreed results and recommend action to ensure delivery is achieved.

· Develop and implement exit strategies where a decision is taken to exit projects, partnerships or other programme actions.

· Identify and follow up opportunities for media, advocacy and campaigning at national level linked to regional and Pan Africa campaigns

Partnership and building alliances: 25%
  • Support identification, assessment and relationship-building with potential partners (operational, strategic and alliance-based), ensuring appropriate standards and relevant approaches are used for each partner arrangement, including assessing partner needs and creating appropriate capacity building plans, detailing tools and methodologies, performance and accountability requirements and evaluation approaches.
  • Undertake and support the regular monitoring and evaluation of GJ partnerships to assess compliance to programme delivery and management, against agreed performance results and recommend /implement actions to ensure programme work is achieved.
  • Build and foster national alliances and networks that enhance sharing, learning and collaboration among relevant organisations and individuals.

Organisational management and compliance: 10%

· Overall responsible for the ensuring donor, internal management reports and other communications/reports are done timely and to a high quality.

  • Provide regular information and briefings on country level activities, including the budget monitoring, fundraising actions, partner engagement, programme visits and other areas of work;

Other - 5%

· Maintain awareness of the perception of Oxfam's reputation in the Gender sector and recommend appropriate action to ensure that it remains respected and credible;


Skills and Competence


Essential

  • Degrees in a relevant academic qualification, preferably in international development, economics, politics, sociology or humanities are desirable. Is this essential or desirable?
  • 5+ years of senior leadership experience, preferably within a large development or humanitarian organisation;
  • A strong understanding of women's rights issues;Strong policy and social analysis skills.
  • Strong programme management and quality knowledge, with ability to ensure consistent quality against standards and to implement effective monitoring and evaluation systems to assess and adjust performance.
  • Commitment to and good knowledge of working with a partnership approach including innovative approaches to capacity strengthening.
  • Good knowledge of and experience with managing donor funded projects with strong financial management skills and experience of project budgeting and budget monitoring.
  • Proven analytical and conceptual thinking, high level research, project management knowledge and skills and experience using participatory tools and methodologies for assessment, programme identification, implementation, monitoring and evaluation;
  • Excellent knowledge of the Zambian environment and issues; personal communication skills, in written and verbal English.
  • Ability and willingness to travel and to work extra hours as necessary and preferably has held a driving license for more than 2 years;
  • Effective team leader and role model who demonstrates creativity in seeking better ways to do things, shares with team, and promotes high standards.
Desirable:
  • Experience of implementing GJ Programmes and initiatives, particularly understanding of the intersection between gender, HIV&AIDS and poverty.
  • Ability to work in multi-national, multi-cultural teams and to develop good working relationships.
