VACANCY ANNOUNCEMENT : HEAD OF INTEGRATED SUPPORT SERVICES (AMISOM – 01/2011)

1. POST

Position: Head of Integrated Support Services

Grade : P4

Supervisor: Chief Administration Officer

Department: Peace and Security Directorate

Duty Station: Mogadishu,Somalia

2. JOBPURPOSE

The Head of Integrated Support Services (HISS) will report to theChief Administration Officer (CAO) and will be responsible for the efficient and effective functioning of the Integrated Support Services Unit (ISSU).

3. MAJOR DUTIES AND RESPONSIBILITIES

· Will supervise, provide guidance and ensure the efficient and effective functioning of the sections that comprise the ISSU.

· Will plan, prioritize,implement and advise on all aspects Logistics, Computer Information Technology Systems (CITS), Engineering, Aviation, Transport, Movement control (MOVCON) andthe supply needs of the Mission.

· Through the Chief of Joint Logistics Operations Centre, ensure the preparations of prioritized integrated mission support plans and their timely execution.

· Coordinate and interface with the United Nations Support Organisation to AMISOM (UNSOA) in the implementation of Support implementation Agreements (SIA) on the Logistics,CITS, Engineering, Aviation, Transport, medical, MOVCON and supply support to AMISOM.

· Prepare and disseminateperiodic reports and returns on Logistics, CITS, Engineering, Aviation,Transport, Movement control (MOVCON) and Supply.

· Develop appropriate controlsystems and mechanisms to ensure effective and efficient use of resources,including human, assigned to the ISSU.

· Coordinate budget planning,preparation and execution for the ISSU.

· Ensure timely implementation of work plans for the ISSU in support of AMISOM Mission Implementation Plan (MIP).

· Plan and provide advice,support and training of ISSU staff on Logistics, CITS, Engineering, Aviation,Transport, Movement control (MOVCON) and supply related matters.

· Human resource management of assigned staff including leave management.

· Coordinate and manage the distribution and reallocation of all logistical resources provided for the Mission, ensuring systems in place for repair and maintenance.

· Coordinate and super visestorage, allocation and distribution, consumption and assessment of future needs of the mission.

· Ensure the effective management of logistics databases, inventories and asset registers.

· Perform any other duties that will be assigned from time to time.

  1. EDUCATIONAL QUALIFICATIONS RERQUIRED:

Candidates must have a minimum of Master’s University Degree in business administration, supply chain management, logistics operations/management or similar fields.


  1. WORK EXPERIENCE RERQUIRED:

Candidates must have at least 10 years work experience in a related field with Government, NGO, thinktank, or similar multilateral, regional or international institution, out of which at least 5 years must be in a senior managerial position

  1. SKILLS AND COMPETENCIES REQUIRED:

· Ability to work closely with governments, NGOs and multi-lateral institutions in complex political affairs, peace and security undertakings

· Computer literate and well versed in the use of the Internet, Power Point, Excel and Word

· Strong personal initiative and willingness to accept responsibility.

· Experience of work with the military/police desirable

· Exhibit basic comprehension of transportation, communications and information technology, engineering and medical services, and supply chain management.

· Ability to work in a multicultural setting

· Mus tbe prepared to work in a hardship context and highly pressurized and sometime shazardous environment

7. AGE REQUIREMENT:

Candidates must preferably be between 35 to 50 years old.

  1. LANGUAGE REQUIREMENT :

Proficiency in at least one of the African Union working languages(Arabic, English, French and Portuguese). Knowledge of other working languageswould be an added advantage.

The appointmentshall be for an initial period of one (1) year, the first three (3) months of which shall be on probation. It shall be renewablesubject to performance and availability of funds.

The salary attached to the position is an annual lump-sum of US$ 94,928.60 inclusive of allallowances for internationally recruited staff.

The salary attached to the position is an annual lump-sum of US$ 80,302.66 inclusive of all allowances for locally recruited staff of the Commission.
