Job Description

Background:

In order to assist in addressing the humanitarian challenges being faced by Pakistani civilians, OCHA is strengthening its presence in Pakistan in order to provide support to UN agencies, NGOs, donors and other humanitarian organizations working in Pakistan. One of OCHA's strategic priorities for 2011/2012 will be to support the Humanitarian Coordinator in the coordination of humanitarian affairs for timely and adequate delivery of humanitarian assistance and greater protection to the populations in Pakistan affected by the military operations on the border with Afghanistan, Flood 2010 and possible natural disaster. As such, collation and dissemination of information and field-level coordination will be catalysts in improving the response to humanitarian needs. OCHA Pakistan is hosting Inter-agency Information Management portal to support operational exchange at the global and field level. OCHA is using multiple globally and locally hosted web portals and continually strengthening the platforms. Locally hosted web platforms require synchronization with global initiatives with the latest technologies. In this context, OCHA will intensify Information management, resource-mobilization and advocacy efforts.

Job Description:

Under the guidance and direct supervision of the IMO in Islamabad, the National IM Associate Web technology will be responsible for the following:

· Support and maintain a client-oriented approach with all relevant stakeholders to help content management through web portal based on identified information requirements for multiple clusters/sectors, their geographic products and support activities, ensuringthat the information needed to support humanitarian operations (and the coordination role of the Humanitarian Coordinator, OCHA Field Office) is submitted/collected, organized and made available to all humanitarian stakeholders in-country and wider audience.

· Develop and update the website on regular basis and give orientation to cluster Information Managers on web based content management.

· Liaise with OCHA technical section on improvement of web platforms and provide necessary support requested to improve the performance of web platforms.

· Ensure regular backups of the web application on Windows Server

· Ensure standard content management numbers (i.e. GLIDE numbers, etc.) are used in all documents made publically available through web platforms.

· Support on migration of web content into agency standard humanitarian reform websites and platforms with appropriate technology, if required.

· Participate in relevant meetings, technical working groups meetings

· Support on handling technical problems with OPS (online project system), FTS (financial tracking service) and other online databases.

· Support on compilation and analysis of multi-cluster data on humanitarian response in the country.

· Monitor and update information published on humanitarian response platforms specific to Pakistan and external websites, including internal and external links, to ensure accuracy and timeliness of information sharing

· Provide support on OCHA information management initiatives as per the need.

· Perform other duties, as assigned by senior staff member of OCHA to contribute to OCHA’s overall objectives

Required Skills

At least 6 years prior relevant experience in website management humanitarian response (complex emergences and/or natural disasters). Experience in the application of information management in humanitarian response is desirable.

Technical Skills & Knowledge Qualifications and/or industry certification and/or demonstrated experience and understanding of
Windows server 2008, IIS 7.0 or above
MS Access and SQL server 2008, mySQL, or other relational database management systems using SQL;
Development experience in .Net, in-depth knowledge of DotNetNuke (DNN) Open Source Content Management System, Drupal, PHP, SharePoint Server 2007/2010 and proven experience in creating and managing large scale Web Portals.
Demonstrated experience in scripting languages and APIs such as Java script, Jquery, and PHP.
Sound understanding of HTML, CSS, XML, Java Script, AJAX and Jquery.
Microsoft Office (advance user certification of MS Access, MS Excel and MS Word desirable) and Lotus Notes.
