Monitoring, Evaluation, Accountability and Learning Manager (1 Year Fixed Term Contract, C1 Global) Salary & Benefits: Salary £ 24,245 net p.a, £ 4,000 net hard to work allowance p.a, Accommodation, R&R, bi-annual return home tickets, Life Assurance and Medical reimbursement. Dimensions · Support the development and implementation of a remote monitoring strategy · Support organisational learning · Support knowledge management Key Responsibilities · Provide strategic support and guidance in the development of the new strategy for remote monitoring and bottom up accountability for the OGB office in Afghanistan · Formulate pilot work based on the strategy for remote monitoring and bottom up accountability · Lead and oversee the implementation of pilots on remote monitoring and bottom up accountability · Oversee the implementation of the remote monitoring mechanism and ICT solutions · Support learning within and between Oxfam, partners and government entities on tools and approaches in remote monitoring and bottom up accountability · Lead the formulation of strategic research in line with the program framework for the 'Improving Programming in a Context of Fragility and Conflict' program · Oversee the implementation of research carried sub-contracted to international and national research institutions · Support learning from the research across the country program and individual projects, new and on-going · Facilitate dialogue within Oxfam and with external stakeholders and actors on the outcome of Oxfam research together with the Oxfam advocacy team · Support the formulation of pilot work based on research outcomes and learnings · Based on the findings of the evaluation and monitoring provide advice to program and operations staff on how to improve program quality. · Oversee and provide strategic support and guidance in the development of the remote monitoring compository database · Oversee and provide strategic support and guidance in the development of the risk, power, stakeholder and partner analysis database · Lead the development of formats for risk, power, stakeholder and partner analysis · Ensure continuous training of Oxfam staff and partners on the use of reporting formats and database tools and resources · Lead and facilitate project review and evaluations, as well as follow up actions and learning from these · Support project monitoring in the Oxfam GB OPAL finance and project management system Skills and Competence (E) = Essential (D) = Desirable
