Programme Coordinator, P3 ITU

Duties / Responsibilities

Under the direction of the Head of the Workshops and Promotion Division, the incumbent coordinates/administers assigned programmes. In particular, he/she will undertake the following duties:

  • Design and prepare, in collaboration with a specialist if required, the implementation, monitoring and/or closure of programmes in accordance with Division priorities and objectives.
  • Responsible for implementation or contributing to the implementation of specific programmes, including the provision of expert technical input and advice where necessary.
  • Follow up on processes with national administrations, Sector Members, international organizations or other funding sources to ensure that action is taken for the approval and/or implementation of programmes.
  • Undertake all necessary action to ensure the efficient implementation of approved programmes assigned to him/her.
  • Coordinate the preparation of documentation, requirements specifications, terms of reference, and other necessary documents for the different internal TSB and ITU service providers such as Meeting Logistics, Administrative Services, Budget Control, etc. and coordinate all activities related to the implementation of the programmes.
  • Ensure coordination of budgetary aspects of programmes and follow-up of expenses, preparation of scope of work and other necessary documents for recruitment of experts.
  • Prepare relevant documents for the implementation of contracts and invitations to tender.
  • Organize and participate in meetings for programmes implementation and identify options to resolve related problems.
  • Monitor and evaluate the implementation of programmes by analyzing progress and other reports and by undertaking special missions.
  • Perform any other tasks in his/her specialty assigned to him/her by the Head of Division.

Qualifications required

Education:

Advanced university degree in telecommunications, ICT, engineering, science, economics, international relations or a related field OR education in a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above. For internal candidates, a first university degree in one of the fields above in combination with seven years of qualifying experience may be accepted in lieu of an advanced university degree for promotion or rotation purposes.

Experience:

At least five years of progressively responsible experience in the domain, including writing technical reports, briefs and presentations related to development of innovative ICTs technologies, including at least two years of experience at the international level. Experience in development and application of conformity assessment and interoperability testing suites would be an advantage. A Doctorate in a related field can be considered as a substitute for two years of working experience.

Languages:

Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration.)

Competencies:

  • Effective interpersonal, networking, communication and advocacy skills.
  • Good technical and analytical problem solving skills including a demonstrated ability to understand and analyze complex situations.
  • Good knowledge and understanding of programme management processes.
  • Resourcefulness, initiative, maturity of judgment and negotiating skills. Tact, diplomacy and ability to work effectively with officials at all levels and of different national, cultural and disciplinary background.
  • Computer literacy and knowledge of programme management software tools.
