UN WOMEN GENDER AND PEACEBUILDING SPECIALIST
Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, UN Women leads and coordinates United Nations System's efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. UN Women provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors. UN Women's Peace and Security cluster is responsible for providing technical support to UN Women Country Offices in a number of areas, including: conflict prevention and peacebuilding, justice sector and security reform, transitional justice, promoting women's political participation and mainstreaming gender issues into governance reforms. It has global components but is grounded in country-level activities. To further this work, UN Women has entered into a joint partnership with the Peacebuilding Support Office to support the implementation of the Secretary-General's Report on Women's Participation in Peacebuilding. At its core, the report contains a 7-point action plan for gender-responsive peacebuilding, with concrete recommendations covering the following thematic areas: mediation, UN post-conflict planning, financing for peacebuilding, the deployment of civilian capacities, governance, rule of law and economic recovery. The joint partnership works to translate these commitments into country-level results. The staff member will manage the South Sudan component of this joint programme and have dual reporting lines to the UN Women South Sudan Country Director and the Chief of the Peace and Security thematic cluster (on behalf of the UN Women/PBSO joint programme Steering Committee). UN Women has established a programme for South Sudan that targets 5 key priority areas: (i) Peace consolidation and gender responsiveness of security sector reform processes strengthened; (ii) Protection of women and girls enhanced; (iii) Women's economic security enhanced; (iv) Women's leadership and gender-responsive governance, enhanced; and (v) Women's access to adult literacy services increased. Priority area one specifically looks at supporting women's peacebuilding networks and efforts. Additionally, the South Sudan UN Country Team will soon begin a process to 'nationalise' the 7-point action plan in order to generate concrete results in the area of women's participation in peacebuilding, which UN Women South Sudan will coordinate and oversee.

Duties and Responsibilities | |
The Specialist will: (a) engage and support women's civil society groups to participate in peacebuilding, as identified in the UN Women South Sudan Country Programme; (b) provide micro-grants to community organizations to support them in meeting their peacebuilding and security related needs; (c) provide technical support on women, peace and security to UN, Government, donor and CSO partners in South Sudan; (d) support the country level implementation of the Secretary-General's Action Plan on Women's Participation in Peacebuilding. All coordination-related work will be done in collaboration with the UN Women South Sudan Coordination Specialist. Specific duties include -: Project Management

Impact of Results The Gender and Peacebuilding Specialist will implement UN Women South Sudan's programming on peacebuilding with the aim of supporting South Sudanese women to be active partners in deepening peace in South Sudan. In addition, the Specialist will work with UN, Government and CSO partners to ensure peacebuilding policy and programmes respond to women's and men's needs and priorities.

Required Skills and Experience | |
In July 2010. the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN System (DAW, OSAGI, INSTRAW and UNIFEM) which focused exclusively on gender equality and women's empowerment.
