UNOCHA Programme Analyst: National Humanitarian Officer/ Disaster Preparedness

Zimbabwe’s humanitarian situation remains in a state of fragile stability due to the unaddressed degradation of the basic sector infrastructure, underpinned by economic and political challenges. As a part of the UN Secretariat, the task of OCHA is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors. In this respect, the OCHA Country Office in Zimbabwe continues to work towards strengthening humanitarian coordination and relationships with humanitarian partners, and other relevant actors to advance humanitarian action. Enhanced engagement and partnership with counterparts in the Government, NGOs, regional bodies and donors allows efficient response and transparent coordination with participation of all key stakeholders. To ensure an efficient humanitarian response the OCHA Office continues to ensure response planning based on rigorous and jointly assessed situation analysis. With increased information management capacities, the office focuses on tailoring more user oriented information products to better support inclusive assessments, planning and community based programming as well as ensuring a more systematic coordination of the common humanitarian programme cycle. Given the current and anticipated humanitarian needs and gaps, OCHA Zimbabwe continues to support the Humanitarian Coordinator(HC) and the Humanitarian Country Team(HCT), facilitate humanitarian coordination at national and field level; provide information management services to all humanitarian actors; create linkages between humanitarian and recovery fora in view of political and socio-economic improvements; and provide support to Government and other partners in strengthening disaster preparedness and response capacities

Duties and Responsibilities

Technical Support on Disaster/ Emergency Preparedness and Response
  • Provide technical field support to UN agencies, government and NGOs in the designing and implementation of assessment tools, assessment exercises, monitoring and evaluation of humanitarian interventions;
  • Initiate and coordinate with government and humanitarian agencies on activities related to Disaster preparedness and response;
  • Establish and maintain regular contacts with government officials, UN Agencies, and NGOs to ensure promotion of appropriate mechanisms in disaster preparedness and response;
  • Develop and maintain links with national institutions involved in disaster/emergency preparedness and response
  • Actively participate in the Consolidated Appeal Processes (CAP), inter-agency contingency planning, Flash Appeals, Central Emergency Response Fund (CERF), and the Emergency Response Fund (ERF) to ensure that risk reduction initiatives are incorporated;
  • Provide technical support and assistance to the CMU and IMU units in analyzing humanitarian and disaster related issues;
  • Support community based initiatives on disaster preparedness and response;
  • Facilitate strategic and coordinated support to the Department of Civil Protection by the UN and other humanitarian partners.
Policy development and Programme planning:
  • Support the Head of Office or the Deputy Head of Office on policy related to disaster preparedness and response;
  • Support the CMU Unit by providing analyzed field mission reports;
  • Support disaster preparedness and response campaigns regularly organized by the Department of Civil Protection;
  • Participate in working groups/cluster meetings to promote coordination through information sharing and collation of humanitarian data;
  • Attend to regular meetings of the Government, UN, NGOs and Civil Society actors on Disaster preparedness and responses;
  • Support and/or Co-facilitate trainings, workshops and forums on Disaster Related issues at National and Provincial Level;
  • Support and/or co-facilitate emergency coordination and response meetings on floods, wind/hailstorms, dry spells, etc. in collaboration with the Department of Civil Protection and other humanitarian partners; leading to the review of the emergency coordination mechanisms and scenarios in the national contingency plan.
Early warning and Early actions monitoring:
  • Support the Early Warning Mechanisms and Inter-Agency Contingency Planning review process.
Any other tasks that may be assigned:
  • Conduct field visit missions and provide full support to the local government and humanitarian partners’ coordination structures on Disaster and Emergency Preparedness;
  • Carry out any other official duties as required by the Head of Office or Deputy Head of Office.

Required Skills and Experience

Education:
  • Masters Degree in Social Sciences/Disaster Management or related field.
Experience:
  • At least 2 years relevant experience in Humanitarian work and Computer Literacy.
Language Requirements:
  • Fluency in English and Shona and or Ndebele.
