Chief, Human Resources Section - Special Tribunal for Lebanon

Depending on professional background, experience and family situation, a competitive compensation and benefits package will be offered. The successful applicant will be offered a fixed-term appointment of one year duration limited to the Special Tribunal for Lebanon (STL). This appointment and any subsequent extension(s) are subject to terms of the Tribunal’s mandate and/or the availability of the funds. The Special Tribunal for Lebanon is an international inter-governmental organization with its own independent legal identity and not a UN organization. However, STL follows the UN common system for benefits and entitlements to its staff members. UN staff members may also serve on loan from their parent department/office, if selected.

RESPONSIBILITIES:

Under overall authority of the Registrar and direct supervision of the Chief of Administration, the incumbent directs the personnel management activities of the Special Tribunal for Lebanon while supervising, reviewing and coordinating the work of the Human Resources Section. Provides guidance to section staff on the correct applications and observance of Tribunal Staff Regulations and Rules, and cases relating to personnel policies and appeals, in both The Netherlands and the Beirut Office. Exercises delegated authority to approve exceptions to rules and regulations on personnel entitlements or variations to the Tribunal’s polices. Develops and implements new policies, practices and procedures to meet the evolving needs of the Tribunal; identifies developments in personnel management polices/practices and makes recommendations as appropriate in maintaining alignment with the UN common system. Drafts administrative issuances and circulars relating to personnel matters. Provides authoritative advice to senior management on personnel matters, including advising on new approaches and adaptations of existing policies. Advises the Chief of Administration on issues relating to staff management relations. Leads and provides guidance with regards to personnel section staff responsible for administration of entitlements and benefits and recruitment. Ensures that common system standards of entitlements and benefits are adhered to and the Tribunal's recruitment policies and procedures are followed. Attends or delegates attendance at recruitment panels as the representative of the Human Resources section. Monitors contractual status of staff. Administers and advises on social security schemes including health and services incurred death and disability insurance. Serves as Certifying officer of budget accounts concerning staff costs and personnel entitlements. Monitors the implementation of training and career support programmes. Provides performance management advice to staff and management. Advises and counsels staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements. Monitors, advises and acts on disciplinary matters in accordance with established policies and procedures. Mediates conflict, grievance and harassment cases. Monitors staff health & welfare and identifies/proposes appropriate programmes and remedial action. When required, represents the Tribunal in inter-agency meetings on employment policies, local practices, local markets, and other related personnel matters, including information on personnel policies and procedures. Drafts, reviews, approves or recommends for approval, documents and position papers on substantive human resources issues. Prepares and provides authoritative advice on the personnel components for the preparation of the Tribunal's budget. Advises the senior management on Tribunal structure and change. Performs other related duties.

Proven ability to ensure fairness in identifying key strategic issues, opportunities and risks; clearly communicate links between the Tribunal’s strategy and the work unit's goals; tact and negotiating skills; good judgment and decision-making skills;

• Managing Performance: Strong managerial/supervisory skills and a high level of integrity, professionalism and respect for diversity; ability to establish priorities, plan and encourage performance, and coordinate and monitor work of others; ability to delegate appropriate responsibility, accountability and decision-making authority to others; ability to supervise staff involved in diverse human resources functions.

• Judgment/Decision making: Ability to identify the key issues in a complex situation, and come to the heart of the problem in a timely manner.

QUALIFICATIONS:

Education: Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related area. Documented equivalent combination of relevant experience and formal education/training may be considered appropriately.

Experience: Minimum of 7 years (9 if in possession of a Bachelor level degree) of progressively responsible and relevant experience in human resources management, administrative services or related area. Appropriate degree of experience in supervisory capacities.

Languages: Arabic, English and French are the official languages of the Special Tribunal for Lebanon. For this post, fluency in written and oral English with strong drafting skills in English are required. Knowledge of the other official languages is an asset.
