The goal of MdM in Kenya/Somalia is to offer care to the civilian populations. This action is characterized per its multidisciplinary on Bosasso (IDP camp) and Nairobi (implementation of a harm reduction project).

MdM is working in the Horn of Africa since 2007. From November 2007 to March 2011, MdM opened a base in Merca to supervise the activities of two health centres providing MCH and OPD services. Then, in July 2011, a project in the town of Bossaso was launched, in the semi autonomous state of Puntland. The aim of the project is to extend the medical coverage of the population.

At the same time, MdM decided to intervene in Dadaab, Kenya, where a project in collaboration with another NGO is still running in the district hospital.

MdM wants also to strengthen its action in terms of Harm Reduction in Africa. After a first step in Tanzania with the first needle exchange program in Dar es Salam, Mdm is now setting up an Harm Reduction Program in Nairobi.

MDM coordination based in Nairobi has a long experience and knowledge of the Horn of Africa context and of the implementation of project under difficult security context.

TASKS AND RESPONSIBILITIES: The General Coordinator manages the entire team (national and expatriate) in Kenya/Somalia. The General Coordinator supports the team in the implementation of the program and insures the cohesion between the different activities. He is also responsible for the overall Security of the team in the field and the proper organization of the office. The General coordinator is reporting to the Desk officer’s based in Paris.S/he is working in close collaboration with the RM (responsible of mission). He is the manager of the team (40 persons) based in Kenya and in Somalia. He is the direct manager for the administrative coordinator, two projetc’s coordinators and the medical coordinator.

More specifically: 1. Representation and coordination with local and international partners: - Representation of MDM with the main counterparts and stakeholders including Ministries (Puntland), local authorities (clan elders, religious leaders, local administration), UN agencies and others INGOs, local NGOs. - Networking with other NGOs and donors representatives in Nairobi, Bari Region and Puntland. - Strengthening the relations with Somali facilitators. - Negotiating of MDM programs implementation in Bossaso with the main Somali counterparts (Ministries, clan elders, religious leaders, local administration) through local committees for instance. - Representating MdM in front of the donors.

  1. Program Management & Coordination:

    • Coordinating the overall activities in Nairobi, in Dadaab and in Puntland with the projects’ coordinators.
    • Implementing a proper organization of the activities and the office.
    • Developing the program objectives in collaboration with the headquarter.
    • Supervising the implementation of the new programs (Harm reduction project in Nairobi)
    • In collaboration with the medical coordinator, follows regularly the health needs and prepares assessment when needed.
    • Defining and elaborating a strategy for the sustainability of the programs
    • Maintains a trustful collaboration with all MdM-F partners.
    • Monitoring the situation and the context in order to identify new needs and to respond to humanitarian emergencies.
  2. Team management:

    • Coordinating and supporting the national and international staff, ensuring that the individuals work effectively together and achieve the program objectives.
    • Active coordination and communication with the other members of the team to ensure the smooth functioning of the program.
    • Takes part in both bases meetings on a regular basis (every month at the beginning); insure flow of communication between the expats and the link between Nairobi and Bossaso bases.
    • Identifies and solves the possible tensions with the support of the human resources team at HQ level if needed
    • Organizes regular coordination or general meetings with the local staff
  3. Security:

    • Follows, in collaboration with the field and project coordinators any event that could result in some insecurity for the team.
    • Writes and updates the security guidelines.
    • Insures that the security rules are respected by all.
    • Attends security meetings when necessary in Nairobi and get feedback from site coordinators regarding security meetings in Somalia.
  4. Report and proposals

    • Writes and sends the monthly general coordination report to the headquarter.
    • Writes and follows the donors reports in collaboration with the coordination team and the Field coordinators.
    • Search new donors if needed and write the appropriate proposals.

CONDITIONS OF EMPLOYMENT: Starting: ASAP Duration: 18 months (renewable)

SKILLS AND EXPERIENCE NEEDED: - Strong commitment to the organisation and its values - Significant team management skills - Ability to work in and supervise a team in a very sensitive security context (evacuation from the field may be frequent) - Management of remote teams - Excellent organizational skills with the ability to manage and deliver complex projects to time and high quality - Ability to negotiate with clan and religious leaders, local authorities and Ministries under great pressure - Significant experience at a coordination level - Knowledge of the Horn of Africa is an asset - Very good organization skills - Fluent in English - Good computer skills - Willing to be on a daily security back up when team in Somalia - Willing to travel often to Somalia for field visits - Acceptance to work with armed guards in Somalia - Ability to work in a fast changing, politically charged environment and to effectively manage change initiatives

Languages: Fluent English (oral and written) mandatory
