Service Objectives:

The contractor shall provide a broad range of statistical support to the Rwanda Biomedical Center's Institute of HIV AIDS, Disease Prevention and Control (RBC/IHDPC), the Ministry of Health (MOH), and to CDC Rwanda. The contractor shall provide assistance to data analysts, research physicians, epidemiologists, behavioral scientists, program managers, and other professional staff collaborating on CDC-supported programs and operational and clinical research projects (including PEPFAR-supported Public Health Evaluations (PHEs) and Basic Program Evaluations (BPEs). The contractor shall develop and review protocols, develop sampling plans, apply appropriate statistical methods to the analysis of program and research project data, and the implementation of statistical software applications for epidemiological and surveillance activities for HIV/AIDS and related diseases. The contractor provides statistical expertise and computer programming support for program evaluation and research projects conducted by RBC/IHDPC, MOHand CDC/PEPFAR Rwanda.

Task Requirements:

  1. Provide statistical support to RBC/IHDPC and the Ministry of Health and implementing partners at all phases of research or evaluation project implementation: design of studies; design of data collection instruments and systems; data analysis, interpretation and dissemination; assessment of data quality; and presenting the results of disease control program activities and research studies, including surveys.

  2. Support RBC/IHDPC, the Ministry of Health and implementing partners with local human capacity development. Provide technical advice, applied training, and direction on the implementation and application of computer software to address statistical and mathematical problems that are technically challenging and demanding in the area of disease prevention, surveillance, and control.

  3. Responsibilities include the creation, manipulation and analysis of large, complex data sets. Devises appropriate methods for summarizing, interpreting and presenting the results of statistical analyses of data compiled from studies and projects. Contractor provides support in the use of appropriate software to prepare advanced statistical reports and narrative materials for use in publishing the results of studies and for oral presentations.

  4. Contractor reviews and provides feedback on statistical components of scientific reports, papers, and presentations for the purpose of improving their quality as related to their statistical and epidemiologic content.

  5. Provides technical support inducting: the selection and implementation of appropriate statistical methodologies for analysis, planning data collection activities, reviewing the quality of the collected data, and evaluating the precision and validity of the information collected.

  6. Trains Rwandan data managers and junior statisticians in statistical techniques and transfers capacity to Rwandan investigators through teaching, training, and mentoring.

Minimum Qualifications and/or Certifications:

 Expert knowledge of statistic, and epidemiology, to design, conduct, and analyze studies to develop and evaluate protocols pertaining to HIV/AIDS, TB, malaria, and other infectious diseases.  Minimum of five years' experience in advanced analysis using SPSS, SAS, STATA and data management.  Clear understanding of the federal grants and budget processes and cycles  Ph.D. in Statistics with a Masters in Science.  International experience a plus  Required language skills English (Level IV: Fluency in speaking, reading, writing and understanding of English)  French knowledge a plus.
