Short Term Consultant – Business Analyst - Mobile Innovation Component of the infoDev Entrepreneurship Program in the Caribbean (EPIC)

Background/General Description:
infoDev is a Global Partnership Program, coordinated and served by an expert Secretariat housed in the Finance and Private Sector Vice Presidency (FPDVP) of the World Bank Group. Its strategic goal is to promote the growth of technology enterprises to enhance sustainable inclusive growth, competiveness, and jobs. infoDev focuses on the following key areas to achieve its goal: (i) assisting in taking technologies to market; (ii) assisting in creating and growing sustainable enterprises that are technology-enabled; (iii) promoting an enabling environment for innovation and adoption of appropriate technologies to support enterprise growth as well as ensure effective competition so that the market functions to widen access to technology at affordable prices; (iv) disseminating research and best practices to enhance growth and sustainability of enterprises in the technology and technology-enabled space; (v) building capacity to enhance the sustainability of enterprises; and (vi) providing technical assistance to incubators to ensure Access to Finance (A2F) and Access to Markets (A2M).

infoDev is a thought leader in technology-enabled small business incubation. infoDev’s global incubation network encompasses 300 plus business incubators and more than 20,000 small and medium enterprises, and has helped create over 220,000 jobs across 87 developing countries. Within the World Bank Group, infoDev has also been recognized as being cutting-edge in its use of web-based resources to develop, publish, and disseminate its work and facilitate debate and interaction among and between client countries and donors.

infoDev is currently implementing an ambitious work program which includes the Entrepreneurship Program in the Caribbean (EPIC). EPIC is designed to create and grow competitive micro, small and medium-sized enterprises (MSMEs) across the Caribbean region. It will help entrepreneurs overcome persistent challenges facing owners and managers of MSMEs in the Caribbean region by: (1) using business incubation to provide a sustainable suite of services for start-up entrepreneurs compromising advisory services, mentorship, and access to infrastructure; (2) upgrading skills and capabilities of regional incubator managers and policymakers for supporting MSME development; and (3) providing seed funding to promising MSMEs to help them successfully scale their operations. The countries that will benefit from EPIC present different challenges, as their economic, geographic and political environments are not homogeneous; and their business enabling environments and local capacities differ.

In the context of EPIC, infoDev is designing a project to successfully turn the Caribbean into a world-class region for mobile innovation. A market and feasibility assessment was carried out earlier this year, and as a result a preliminary mInnovation model for the Caribbean was designed. In short, the model proposes to stimulate the mobile innovation ecosystem to create and grow competitive mobile startups across the Caribbean region. Through a regionally coordinated effort, the model will support several local activities that will source and support talent, including innovation challenges, training, prototyping, and coaching events, and run an annual pitching event for the most promising innovators. Winners of the annual event will be further accelerated through access to seed funding, and additional pre-incubation and incubation support. The project will build on the portfolio of existing and planned mobile innovation activities around the world, including eight mHubs and five mLabs that are currently operational (www.infodev.org/mobile).

Scope of Work:
infoDev is seeking a Short Term Consultant (STC) to carry out various research, analysis and writing tasks to support the EPIC Mobile Innovation Task Manager. The Consultant will be primarily responsible for the design, development and delivery of a mInnovation business plan in the Caribbean over a 4-5 month period. This will include writing, synthesizing and summarizing major sections of the mobile innovation business plan for the Caribbean region, among other tasks. The Consultant will be working closely with EPIC core staff, but also with in-country consultants to ensure portions of business plans are completed and delivered within deadlines.

Duties and Responsibilities
• Researching necessary macro-economic contexts, technology sectors, markets, policies and relevant institutions within the relevant Caribbean countries;

• Lead a series of discussions with stakeholders via the organization of workshops, focus groups, one-on-one interviews and surveys to gather both qualitative and quantitative stakeholder feedback on the opportunities, challenges and needs of mobile innovation.

• Analyze, synthesize and edit primary and secondary research from various in-country activities including focus groups, surveys, workshops and interviews;

• Liaise with Coordinator, Task Manager and in-country consultants to conduct detailed analysis and provide inputs into major frameworks, matrices and models that will be used within the business plans;

• Conduct detailed analysis on appropriate business models for the mInnovation program including appropriate financial modeling of the activity to design the budget and ensure long-term cost-recovery.

• Support the Task Manager with document management to ensure that portions of the business plan are delivered within specific time-frames;

• Conduct final formatting, proof-reading and editing of the business plan to ensure consistency and high-quality delivery of the document.

• Assist business development and fund raising using the business plan to secure local and international donor, public and private money to further scale-up the model.

The Consultant will also assist the mobile innovation team in global activities including:

• Contributing input to reports, publications, presentations, analytical products, other business plans, and business development/marketing/outreach materials.

• Assist infoDev with other duties related to the mobile innovation activities globally.

Selection criteria:
• Demonstrated business planning and business modeling experience

• Knowledge of the mobile innovation and entrepreneurship environment in the Caribbean region

• Excellent interpersonal, verbal and written communications skills that will result in successful interaction with internal and external stakeholders.

• Experience with research, analysis, report writing and the ability to produce high-quality, fully-formatted reports.

• Evidence of strong project management skills that will lead to on-time delivery of expected outcomes.

• Demonstrated ability to take initiative and work independently.

• Experience working in a multicultural team.

• Understanding of entrepreneurship and SME development in developing countries is beneficial.

• Fluency in English is required.

• At least 5 years relevant professional work experience.

Expected Scope and Duration of Assignment:
The consultant will be hired for up to 80 days during the period of August 2012 through December 2012.
