EXPRESSION OF INTEREST (EOI) FOR THE PROVISION OF CONSULTANCY SERVICES:



Background:

The government of Nigeria obtained a Credit from the International Development Association (IDA) in support of the Economic Reform and Governance Project. The project implementation commenced in June 2005 and is expected to end by 2013. The aims of the credit are to: (i) improve federal government’s economic management
(ii) Launch a process to build an efficient and effective federal civil service; and
(iii) Strengthen the impact of the federal government’s targeted anti-corruption initiatives.

The project has four broad components: (i) support for the public resources management and targeted anti-corruption initiatives
(ii) Support for the roll out of civil service (administrative) reforms in five pilot ministries/agencies;
(iii) Support for implementation of pension reforms; and
(iv) Strengthening of statistics and statistical capacity.
The Road Map on the adoption of International Financial Reporting Standards (IFRS) stipulates that by 2014, all companies in Nigeria must have adopted IFRS. There is however a shortage of expertise in the field of IFRS which can affect not only the private sector but also regulatory and other relevant government agencies.

The World Bank, therefore, in recognition of the above, has come to the aid of the Federal Government by assisting the Financial Reporting Council (FRC) - a federal government agency that has responsibility for monitoring and promoting education, research and training in the fields of accounting, auditing , financial reporting and corporate governance.

Need for consultant:

The Financial Reporting Council of Nigeria has concluded arrangements for the establishment of IFRS Academy as a platform for the development of contemporary skill sets in all aspects of accounting and financial reporting amongst preparers, users, regulators and auditors of financial reports, and the teaching and learning of IFRS in Nigeria and Africa. The Academy will also provide an introduction to International Public Sector Accounting Standards (IPSAS).

The aspects on IPSAS will be handled in collaboration with the Office of the Accountant General for the Federation. In order to achieve these objectives of ensuring high quality reporting by corporate organizations, the Financial Reporting Council of Nigeria plan to use the services of consulting firms to facilitate the commencement of knowledge based management platform (called IFRS Academy) which is expected to amongst others:
- Develop first class IFRS professionals across industry and multi-disciplinary lines;
- Establish a base for a train-the-trainer programme with thorough knowledge of IFRS and excellent blend of national specificities; and
- Make Nigeria a reference point in IFRS education.

The Consultant is expected, amongst others to:
- Design a course programme to accommodate differing levels of understanding of IFRS, IFRS for SMEs and FASB Pronouncements.
- Provide Lecturers to teach IFRS Conceptually
- Conduct Practical IFRS training with Case Studies
- Provide Lecture materials
- Introduce IPSAS
- Conduct training assessment
- Provide regular progress report to FRC, Nigeria.

Requirements:



The Financial Reporting Council of Nigeria now invites eligible consultants to indicate their interest in providing the services listed above. In addition to the requirements stated below, interested consultants must provide information indicating that they are qualified to perform the services (by providing description of similar assignments, experience in similar conditions, availability of appropriate skills, etc).
- Curriculum Vitae (CV) of management and key technical/professional staff including evidence of their registration with relevant professional bodies.
- Corporate profile of the firm including registered address, functional e-mail, mobile telephone numbers and fax.
- Evidence of executing similar assignment(s) in the last five (5) years
- Evidence of Registration of the individual with government recognized professional body.
- Evidence of legal registration with an approved government body.
- Evidence of Tax Clearance for at least three (3) years
