Consultant for Development of Strategic Plan of Djibouti Red Crescent

Established in 1986, Djibouti Red Crescent (DRCS) has its head quarters in Djibouti Ville and six branches countrywide. DRCS has several on-going programmes including tracing, dissemination of RCRC principles, emergency preparedness and so on. Over the years DRCS it has responded to a number of disasters and emergency situations including issues related to drought, population movements and cholera.

Currently the volunteer base of the Society is quite small and there is limited activity at branch level except when there are externally supported projects. The quality of programme work is affected by weaknesses in the programme cycle from assessment through to evaluation and there are gaps in skills and knowledge in key programme areas.

The Society also faces a number of challenges in terms of organisational systems and structures. Reporting lines in the Society are unclear (there is a lack of definition of roles and responsibilities) and some administrative systems need strengthening if the DRCS is to operate more efficiently, to ensure accountability (to beneficiaries and partners) and to have a stronger foundation for growth. In the last two years, improvements have been made in some areas, for example, there have been significant improvements in the financial systems and the quality of financial reporting. While there are areas that need improvement both in terms of programme activity and organisational systems, it is clear that there is a desire to strengthen the Society and to work towards a stronger, more vibrant branch and volunteer network.

Looking to the future, DRCS wishes to more clearly define a strategic direction, strengthen its programme work and increase its profile nationally and internationally. To guide that development, the Society wishes to develop a strategic plan which will give a clear direction for its work and which will provide a framework for its own organisational development which is needed to ensure it becomes a stronger and more effective national society. ICRC, IFRC and the British Red Cross (BRC) have agreed to support this process.

  1. Purpose and objectives

The purpose is to work with DRCS to support the development of a clear Strategic Plan to guide the work of the national society for the next 3-5 years.

Specifically, a consultant, or seconded staff member, will facilitate a participatory process to support DRCS to:

a. Consult with other actors regarding the development of its strategic plan b. Identify and prioritise strategic priorities, in terms of humanitarian response, development programmes and organisational development needs c. Finalise the writing of the strategic plan (in French and English) for approval by the DRCS SG and subsequent submission to the Board for approval

  3. A one page commentary in English and one in French on the TORs, outlining: a. How the consultant would approach the work b. Any foreseen challenges
