Deputy Chief of Party RTI INTERNATIONAL

RTI INTERNATIONAL has received funding from the United States Agency for International Development (USAID) to implement the 5-year USAID/Uganda School Health and Reading Program in collaboration with the Ministry of Education and Sports of the Government of Uganda. The primary objectives of the program are to improve early grade reading outcomes for children in primary school and to develop sustainable health education systems that support national HIV/AIDS prevention efforts.

RTI is an independent, nonprofit institute dedicated to improving the human condition. With a staff of more than 4,000 people, RTI offers a full spectrum of innovative and multidisciplinary research, development and technical services worldwide. RTI is the lead implementer of the USAID/Uganda School Health and Reading Program and is seeking suitable candidates to fill the following positions:

Deputy Chief of Party (DCOP):

  • Will provide will play an integral role in overseeing programmatic activities and providing managerial supervision for all aspects of the program.
  • S/he will provide guidance and support to technical staff to implement program components, including support for early grade reading and mathematics instruction, teacher training, district support, and social advocacy initiatives.
  • The DCOP will interface with both USAID and other counterparts regarding the overall direction of the project in the absence of the COP.
  • S/he will oversee general office operations, financial management, monitoring and evaluation, communications, and information technology support.
  • Provide oversight to budgets, grants, operational plans, reporting, and procedural and financial compliance.
  • The DCOP will establish and maintain cooperative relationships with key stakeholders, including government counterparts.
  • S/he will be accountable for the timely submission of all required contractual deliverables and expected results.

Requirement:

  • Master's or higher degree education, business administration, or in a related field; 12 years of experience in education program implementation, early grade learning, teacher professional development and/or district and school management support programs;
  • Demonstrated experience supporting Ministries of Education to improve their education systems, working in the education or human capacity building sector for education management and service delivery;
  • Experience as a senior-level manager of similar education programs; Prior experience and familiarity with donor project management policies, procedures and reporting requirements, particularly USAID.
