East African Portland Cement Company Limited (EAPCC) is a leading cement manufacturer, situated in Athi River about 30km from Nairobi, and pioneered the manufacture of cement in East Africa in 1933.

Having started as trading company importing cement, it has grown over the years and now produces about 1.3 million tons of cement per annum.
The cement manufactured by East African Portland Cement Company, is sold under the brand name Blue Triangle Cement and has been instrumental in the regions social-economic development as virtually all spheres of development have benefited from the use of Blue Triangle Cement.
The company has undergone turbulence in recent times and now intends to implement a restructuring program designed to transform its operations.

As part of this program the Company is seeking to fill the following positions:

Head of Human Resources and Administration

Reporting to the Managing Director the Head of Human Resources & Administration will be responsible for providing strategic leadership in human resources management, formulation of policies and procedures relating to human resources management and ensure that the organization attracts, develops and retains required talents to meet the company objectives.

Specific responsibilities will include:
  • Oversee Development of HR function strategies to maximize value deliverance of both employee and respective departments.
  • Develop and implement procedures necessary to attract, select and recruit staff with relevant skills required for the business in line with the company’s budget allocations.
  • Establish control mechanisms to ensure qualified and competitive staff are selected and recruited for various job vacancies.
  • Develop human resource planning models to identify competency, knowledge and talent gaps and develop specific programs for the filling of the gaps. This entails talent management, succession planning, and training and development programs to prepare employees for higher responsibilities.
  • Manage and co-ordinate staff performance management programs.
  • Develop progressive and proactive compensation and benefits programs to provide motivation, incentives and rewards for effective performance.
  • Establish and communicate HR standards operating procedures in order to achieve cohesion and consistency in the application of company policies;
  • Facilitate compliance with labour laws of Kenya and adhering and ILO conventions.
  • Advise management on the legal and other implications resulting from certain decisions pertaining to staff
  • Proactively manage the employee and industrial relations at all times so as to achieve optimal labour productivity, industrial harmony and maintain good company image
  • Drive internal communication process on HR policies, organization development, organization culture and change management.
  • Review and implement company social welfare programs which include company staff houses, health and educational facilities.
  • Drive the implementation of company health strategies and SOPs, including policies on HIV and drug abuse
  • Effectively manage both physical and computerized HR records and information systems to ensure accountability of human resources, availability of records in the event of litigation in future, maintenance of confidentiality of staff records.

  • Higher National Diploma in Human Resources Management
  • Masters in Business Administration will be an added advantage
  • Member of the Institute of Human Resources Management

Head of Financial Management

Reporting to the Managing Director the Head of Financial Management will be responsible for providing strategic leadership in financial management, policy formulation and provision of timely financial information to aid management decision making.
Specific responsibilities will include:
  • Oversee all the corporate financial accounting and reporting activities.
  • Ensure effective internal controls, procedures and guidelines to secure company assets
  • Budgeting and strategic planning to ensure optimum results for shareholders and other stake holders.
  • Management of the company’s cash resources to ensure solvency and cash availability at all times.
  • Work closely with the executive management team advising them on the likely financial consequences of all proposed causes of action.
  • Ensure financial and other reporting systems are maintained ¡n compliance with the legal requirements.
  • Ensure assets controls and tracking to ensure optimum utilization.
  • Advising and investing in assets to ensure maximum returns.
  • Attending and participating in all board committee meeting and annual general meetings to provide information and advice.

  • Holder of professional accounting qualification (ACCA, CPA,CIMA)

Head of ICT

Reporting to the Managing Director the Head of ICT will be responsible for providing strategic leadership in the design, development and maintenance of information and communication systems so as to meet EAPCC business objectives.

Specific responsibilities will include:
  • Develop and implement on effective ICT strategy that supports the corporate strategy maximize service delivery and fully exploits technology.
  • Manage and coordinate ICT functions across the operations and provides strategic leadership and guidance on ICT matters including enforcing best practices in ICT standards.
  • Leads and coordinates the ICT Team in design, development implementation, operating and support of integrated ICT infrastructure.
  • Innovatively avail business solutions that ensure availability of accurate, reliable and affordable information and communications services.
  • Develop and enforce of ICT policies and standards.
  • Develop ICT budgets, monitor and control departmental expenditure to ensure spending within budget
  • Liaise with ICT vendors for continuity of quality service delivery.
  • Monitor ICT staff performance, identify their strength and weakness and recommends appropriate training to develop and optimize individual talents.

Production Manager

Reporting to the Head of Production Operations the Production Manager will be responsible for Mobilizing resources to ensure cost effective production to meet the budgeted cement production quantity and quality.
Specific responsibilities will include:
  • Translate cement sales projections into material requirements and requisitions to the supply chain to ensure continuous production
  • Monitor performance of the employees to ensure they attain planned production out puts at optimal efficiency.
  • Analyze performance reports of machines to minimize machine downtime and ensure consistency in work flow of product line.
  • Monitor production quality to ensure conformance to established specifications.
  • Prepare monitor and control production budget
  • Prepare and submit production information and reports for decision making.
  • Compile vital statistics for sharing with other heads of departments to foster team work.

Maintenance Manager

Reporting to the Head of Production Operations the Maintenance Manager will be responsible for formulating and implementing cost effective maintenance strategies for functional ability, availability and reliability of the plant and equipments to optimize production.

Specific responsibilities will include:

  • Develop and improve the maintenance department strategies, goals, objectives and operational principles in line with company goals and objectives.
  • Manage the maintenance functions in a view to cost effectively maintain and improve the company assets for higher availability and reliability.
  • Provide technical advice to address plant failures, trouble shooting and during jobs ex ecution in a view to ensure jobs are done safely, accurately, efficiently and cost effectively.
  • Control recourses utilization within the section for efficient achievement for set targets at optimum cost.
  • Supervises outsourced service providers/contracts for delivery of quality goods and services as per specifications.
  • Works with project engineering to ensure the reliability and maintainability of new and modified installations.
  • Participate in the development of design and installation specifications along with commissioning plant and equipments.
  • Professionally and systematically define, design, develop, monitor and refine plant and equipment maintenance plans including condition monitoring, preventive maintenance and scheduled shutdown maintenance.
  • Develops engineering solutions to repetitive failures and all other problems that adversely affect plant operations.
  • Provide value analysis reports on the plant and equipments including asset utilization, overall equipment effectiveness, remaining useful life, repair/replace, repair/redesign and make/buy decisions.
  • Continuously develop a highly motivated, crossed- skilled team through staff appraisal and training every year.
  • Promote safe working environment to ensure zero lost time accidents and compliance with statutory requirements.
  • Continuously benchmark on plant and asset improvement areas to achieve world class performance parameters.

Head of Production Operations

Reporting to the Managing Director the Head of Production Operations will be responsible for providing strategic leadership in production operations, engineering, maintenance and other auxiliary services required to meet the company objectives.
Specific responsibilities will include
  • Develop and implement a sustainable production strategy in line with set business objectives
  • Realign Production Operations to the overall corporate objectives
  • Prepare and control the approved Production budget in liaison with the Managing Director and the Executive Committee
  • Research and develop initiatives in the improvement of production standards and reduction of costs
  • Develop, communicate, and enforce key performance indicators (KPI) to measure efficiency of the production process
  • Ensure the company has the relevant equipment, tools and raw materials to support its production capacity
  • Advise management on, and coordinate the implementation of production capital projects
  • Strategize improvement of facilities and processes in order to meet customer demands and expectations
  • Identify global best practices to keep the Company’s production function updated
  • Lead, manage and develop the capacity of the production team by creating an enabling working environment and enhancing team spirit
  • Continuously review and update production policies and procedures
