About the Job

The Government of Montserrat is seeking applications for Technical Assistance from suitably qualified persons for the post of Environmental Officer within the Environmental Department, Ministry of Agriculture, Lands, Housing and the Environment.

The selected applicant will act as Special Advisor on Environmental Management to support the ongoing development and investment activity on island. The details are outlined as follows:

Duties and Accountabilities:

The Special Technical Adviser on environmental management will be responsible for ensuring that:

1. Ongoing development and investment activity on island is undertaken in an environmentally sound and sustainable way and is compliant with environmental legislation and/or international best practice;

2. Key strategic and large scale developments such as Little Bay Town, Carr's Bay Port and breakwater, geothermal development and mining operations, amongst others, create beneficial environmental effects where these can be identified and further developed; and

3. Measures for mitigating, eliminating or reducing negative environmental impacts of all investments are developed and implemented, in particular where issues are clearly spelled out in environmental impact assessments (EIAs), environmental management guidelines and environmental management plans (EMPs), as is the case with the ongoing strategic large scale developments mentioned in item 2 above.

Selection Criteria:

1. Masters degree in environmental or natural resources management, environmental engineering or a closely related discipline.

2. Demonstrated experience in monitoring compliance with environmental laws and regulations, and knowledge and experience in working with and following up on strategic environmental assessments, environmental impact assessments and environmental management guidelines and plans.

3. Comprehensive working knowledge and understanding of the environmental management role of government in terms of its advisory, managerial and regulatory functions.

4. Strong conceptual and analytical skills with the ability to think strategically and rapidly analyse and integrate diverse information from varied sources into targeted advice.

5. Demonstrated ability to deliver awareness raising, capacity building and training to a variety of audiences, ranging from the general public to entrepreneurs and senior government officials.

6. Ability to work with partners, in particular other government departments, to influence and instil a sense of importance of the environmental agenda without taking over.

7. Excellent interpersonal, teamwork and communication skills (oral and written) and proven ability to write reports.

8. Demonstrated and comprehensive experience in the Caribbean region and/or in a small island context will be a distinct advantage. Familiarity with the challenges of climate change and the ability to support Montserrat on a low carbon, climate resilient growth path will be a distinct advantage as well.

Terms of Appointment

Appointment will be made on a contractual basis for a period of two (2) years.

Remuneration Package

The total remuneration package for this post is EC$87,728 annually, broken down as follows: -

Basic Salary EC$55,728 (Taxable)

Allowances:

Housing EC$12,000 per annum (Taxable)

Market Premium EC$20,000 per annum (Taxable)
