Human Resources Assistant (Payroll) (GS-6), DHR, UNICEF

Purpose of the Position

Assist in the processing of UNICEF Payrolls and other entitlements.

MINIMUM ELIGIBILITY REQUIREMENTS: - Must Pass The Un Asat (Administrative Support Assessment Test) In English (please mention in your cover letter whether you passed this exam) - NON-US CANDIDATES MUST BE IN POSSESSION OF A US G4 VISA OR BE A US PERMANENT RESIDENT

Key Expected Results

  1. Responsible for payroll processing in Vision for assigned country offices. Provides support, guidance and answers payroll queries from assigned areas.

  2. Responsible for processing of rental advances and subsidy requests for assigned regions and maintain related recovery information.

  3. Maintain record and update payments for 3rd party vendors (Staff association, UNJSPF, garage administration, etc.). Maintain lists of voluntary deductions (staff association... etc.), reconciliation of all accounts related to payroll and personal vendors.

  4. Review outstanding staff separation cases for completeness of documents and follow up with UNICEF regional and country offices on outstanding issues related to separation of staff.

  5. Review education grants advances and settlements requests for eligibility and completeness of documentation, follow up, as necessary, with staff members and HR clusters on issues related to processing of Education grants processing requests

  6. Review and prepare salary advances, AGLS payments, and other payments as necessary

  7. Review and respond to queries from staff and vendors and on issues related to areas of responsibilities

  8. Maintain liaison with the UN Insurance and Tax Units on issues related to UNICEF staff enrolment in insurance plans and tax advances/statements)

Qualifications of Successful Candidate

  • Secondary Education with college courses in Accounting, Finance and/or Human Resources management related areas.
  • MUST PASS THE UN ASAT (Administrative Support Assessment Test) in ENGLISH (PLEASE MENTION IN YOUR COVER LETTER WHETHER YOU PASSED THIS EXAM)
  • Six years of progressively responsible experience in the field of payroll, including education grants, rental subsidy, insurance, taxes and human resources’ benefits and entitlements in general.
  • Knowledge of software applications such as database and spreadsheet packages. Knowledge of SAP, HRMS & FLS is desirable.
  • Good knowledge of HR entitlements. Knowledge of the UN remuneration system is an asset.
  • Fluency in English is required. Working knowledge of French or Spanish is an asset.
  • Staff within the UN Common System will be considered internal candidates.
