In Afghanistan, Oxfam Novib is the humanitarian lead affiliate on behalf of Oxfam and therefore leading on contingency planning, humanitarian preparedness and humanitarian response.
In Afghanistan, Oxfam Novib has a fixed term vacant position of a Humanitarian Programme Coordinator for the period of one year with the possibility of extension.
The position is an unaccompanied post.

Objective of the position
To develop and manage an ON humanitarian preparedness and response programme in Afghanistan.
The post holder will have to work with our local partners, central & provincial government, Oxfam International affiliates, UN and other stakeholders to develop and implement effective preparedness and response programmes in Afghanistan. The main responsibility includes coordination, humanitarian situation updating, capacity building, monitoring, reporting, documentation and resource mobilisation.

Job location
The position is based in Kabul, Afghanistan, with travel to partner project areas within Afghanistan, when security allows.
Reporting to
Associate Country Director, Country Office Oxfam Novib in Afghanistan.

Main tasks
• Coordinate the humanitarian team within the country office and be member of the Senior Management Team.
• Coordinate with other Oxfam affiliates humanitarian work, including contingency planning, from a lead role perspective.
• Support partners to develop and implement emergency preparedness and response projects caused by conflicts, floods, droughts and other natural calamities.
• Work with partners and other stakeholders to monitor and analyse food insecurity situation in Afghanistan and develop appropriate response mechanism in accordance with the ON strategy and humanitarian principles, which may include cash/food for work projects.
• Work with partners and ON country team to ensure effective implementation, monitoring and management of humanitarian projects and programs.
• Pay regular monitoring visits to the partners programmes areas to review progress and provide feedback to implementing partners.
• Ensure that all monitoring visits reports are documented and shared with in organisation.
• Ensure that appropriate contribution made to prepare donor reports on time according to the compliance agreed. This includes both financial and narrative reports.
• Coordinate with other stakeholders in emergency response including attending various cluster meeting, UNOCHA, DRR consortium, donors, etc.
• Provide advocacy support as needed to partners and coordination forums.
• Support Associate Country Director to ensure hiring and management of consultants, technical service providers, agencies to undertake external evaluation, survey, assessment, review, etc. This includes active contribution in developing TOR, work plans, visits, follow up, sharing of outcomes, etc.
• Capacity building of team, partners and government departments on humanitarian standards and principles. Ensure partners adhere to humanitarian quality standard, including SPHERE, Red Cross Code of Conduct, Accountability Principles and Gender sensitivity.
• Work with Institutional Funding Officer to prepare proposals for humanitarian preparedness and response projects and support partners to ensure they are able to meet donor requirements in reporting and accountability.
• Support tasks associated with Oxfam Novib’s Humanitarian Lead role among Oxfam International.

Requirements
• At least degree level qualification in relevant discipline, minimum of 3 years experience in implementing humanitarian programmes.
• Understanding of humanitarian standards (SPHERE, HAP-I, Code of Conduct, etc.).
• Experience of working with local partner organisations.
• Good command, written and spoken English, Skills in local language (dari/Pastu) is an advantage.
• Recent work experience pertaining to the South Asia region, preferably in Afghanistan.
• Project management experience including budget monitoring skills.
• Ability to work well in a diverse team and to adapt quickly to new responsibilities.
• Ability to work efficiently under time pressure.
• Computer skills (MS Office).
• Willingness to travel to the field on a regular basis.
• Used to working in an insecure environment.
• Respectful to local culture and values.
• Willing to work unaccompanied and ready to live in shared team house with diverse team.

A competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. The position is graded in ON salary scale 10 (min € 3,229,- and max € 4,969,- gross monthly for 40 hours per week). Expat allowances will be offered.
