Since 1992, IO has been working in South Sudan on humanitarian and development programs. IO's activities in the region started in Western Bahr el-Ghazal with food security and WASH interventions in 2007. IO currently implements food security and WASH programs for vulnerable communities which include returnees in Western Bhar-Gazal and Warrap state.

Scope

The Grants & Compliance Specialist will be the central coordination point of all proposal development and report writing activities and is responsible for quality grants management throughout the country program. The Grants & Compliance Specialist will need to assess needs and develop grants management capacity of the field based teams, ensure compliance with donor requirements, ensure quality information management related to programs/ grants. The position would work closely with the concerned staffs based at the Intermon Oxfam in Barcelona and with other Oxfam Affiliates in South Sudan on grants management issues. This position reports directly to the Head of Programs.

Responsibilities of the post

Proposal development: Lead proposal and budget development process for all proposals to public and private-sector donors for regional and nation-wide emergency and development programs. Serve as team leader and primary writer in some cases.

Compliance: In coordination with Finance and Operations, monitor and facilitate compliance of programs with donor and Intermon Oxfam commitments and requirements, including program progress and adherence to objectives, submission of timely modification and extension requests, procurement regulations and requests for waivers/derogations, etc.

Planning: Plan and lead with Operations, Program and Finance timely Grant Planning, and Grant Opening, Review and Closing Meetings as well as in the field when appropriate. Ensure proper dissemination and understanding of the minutes of these meetings.

Sub Grantees: Oversee grant and sub-grant tracking, ensuring forward planning and preparation for donor report writing, adherence with Intermon and donor requirements and timelines and timely submission of sub-grantee reports.

Monitoring & Training to field locations and provide capacity building and training for field staff on reporting and donor compliance issues as necessary.

Requirements:
•Degree (Masters preferred) in international relations or another field relevant to Oxfam principles
•Experience in program management, particularly in East Africa.
•International NGO field experience in a similar position: grant management, proposal development (program narratives and budgets) and donor reporting.
•Knowledge of a broad range of donor regulations, procedures and requirements.
•Proven ability to develop winning proposals to public and private-sector donors.
•Excellent written and spoken English essential.
•Experience in training and capacity building of staff.
•Willingness to travel to the field on an ad hoc basis.
•Ability to work with tight deadlines for proposal development/ information needs
