National Operations Officer Tonga Energy Road Map Implementation Unit

. INTRODUCTION

The Government of Tonga has recognised the importance of having dependable, accessible and reasonably priced power as a key catalyst for sustainable economic growth; and in mid-2010, it approved the Tonga Energy Roadmap 2010-2020 (TERM). The TERM is a 10-year road map to reduce the country’s vulnerability to oil price shocks and to achieve an increase in quality access to modern energy services in an environmentally sustainable manner. It considers a full-range of possible interventions and provides: (i) technical assessment, cost estimates and recommendations of the least cost approach to reducing the cost of petroleum, reducing the country’s dependence on petroleum for power generation and increasing accessibility as fast as possible, improving power efficiency; (ii) actions in the policy, legal, regulatory and institutional areas necessary to implement the plan; (iii) sources of funding and financing strategy; and (iv) an indicative implementation plan.

One of the institutional findings of the TERM is that there is no Government entity with the mandate and capacity to maintain a strategic overview of the electricity or petroleum sectors; and that a clear, effective institutional arrangement for the sector will be required for the implementation of the TERM. The TERM recommends the establishment of a permanent institutional arrangement to manage, coordinate, monitor and report on the TERM implementation.

In 2011, the Government of Tonga established a TERM Implementation Unit (TERM-IU) that is currently headed by a Director that reports directly to the TERM Committee (TERM-C). TERM-C is to oversee and govern the planning and implementation process of the Roadmap. TERM-C is chaired by the Office of the Prime Minister and includes all Chief Executive Officers (CEOs) of GoT agencies that have an impact on the TERM, e.g., Ministry of Lands, Surveys and Natural Resources; Ministry of Finance and National Planning (MFNP), Ministry of Labour, Commerce and Industry (MLCI), Ministry of Environment and Climate Change (MECC), Ministry of Public Enterprises (MPE), Ministry of Transport, Secretary for Foreign Affairs, Solicitor General and Chairperson Public Service Commission.

The TERM-IU Director is presently appointed for six months. He is responsible for quality, relevance, and coherence of the work of the Unit as well as recruitment of key personnel for the IU; design and implementation of the Unit’s work program for six months; and monitoring and regular reporting of the

Unit’s activities and outputs to the TERM-C. The TERM-IU is envisaged to: (i) be capable of managing and supporting a range of small- to large-sized proposals and investments to achieve the objectives of the TERM from identification to implementation; (ii) analyse and promote solutions that will improve the efficiency and effectiveness of energy technologies, infrastructure and service delivery; and (iii) engage with development partners and promote increased private sector participation in the country’s energy/power sector.

The TERM has identified some of the tasks that the IU is required to execute in the next 3 years, and the following are deemed necessary to be carried out by the IU in the next six months:

(i) Prepare the IU to be functional, including staffing complement, equipment, and budget; and prepare an operational plan for the 1st two years (2nd Qtr 2012-1st Qtr 2014), detailing the activities for the 2nd and 3rd quarters of 2012.

(ii) In consultation with relevant government ministries, identify positions, terms of reference, recruitment scheme, transfers or secondments to staff the IU.


(iii) Identification, selection and supervision of specialist consultants to undertake the reviews of policy, regulatory and legal issues and implementation of studies and projects precipitated by the TERM;

(iv) Implementation and management of outreach and consensus-building to institute essential changes in policy, regulatory and legal matters with relevant ministries and agencies to support TERM implementation;

(v) Prepare procurement packages for TERM-related projects and studies, prepare tender documents and processes, and carry out direct project procurement or liaise with development partners on procurement.

(vi) Oversee and provide guidance on the TERM-related work of consultants engaged and fielded by the Unit as well as those of development partners.

(vii) Assist with the establishment of institutional arrangements and launch the implementation of the demand-side management (DSM) programs, including essential funding mechanisms;

(viii) Establishment of reporting systems and protocols including project management systems to ensure a real-time understanding of all activities;

(ix) Coordination of the creation of a database of data and publications to support the TERM, including the collection, maintenance and analysis of data; and design of a widely accessible computerised or web-based system that will allow for limiting access to sensitive information.

(x) Liaise with development partners and provide external reports and updates on the implementation of the TERM.

(xi) Coordination and harmonisation of external assistance provided by development partners, regional organisations and the private sector.

In consultation with the TERM-IU Director, the Pacific Infrastructure Advisory Center (PIAC) will select the national Operations Officer for a period of 3 months with the possibility of an extension of a further 3 months. This position will report to the Director of the TERM-IU and is a full-time role based in Nuku’alofa, Tonga.

TERM-IU reports can cover: (i) progress of individual TERM project and program activities; (ii) issues of concern or potential concern and recommendation for action; (iii) progress in relation to strategic priorities, including relationship building with development partners, contractors/consultants, private sector, etc; (iv) management issues (budgeting, expenditure, staffing, etc.); and (v) progress toward specified outcomes.

The TERM-IU will submit a report to the TERM-C, every two months, covering: (i) progress of individual TERM project and program activities; (ii) issues of concern or potential concern and recommendation for action; (iii) progress in relation to strategic priorities, including relationship building with development partners, contractors/consultants, private sector, etc; (iv) management issues (budgeting, expenditure, staffing, etc.); and (v) progress toward specified outcomes.

II. SCOPE OF WORK OF THE NATIONAL OPERATIONS OFFICER

The National Operations Officer is to be engaged for an initial period of 3 months (with the possibility of a further 3 months dependent on performance). This position is to provide high-level secretarial expertise (including complex coordination; liaison including with senior officials and development partners; preparation of minutes, correspondence and other written materials; and technological proficiency in preparation and formatting of documents, spreadsheets, diagrams, and databases); budget management; procurement; and office management. Specifically, the Tongan Operations Officer is to perform the following tasks:

(i) Upon mobilisation, work with the interim international Operations Officer on office administration and provision of related administrative services for the full functioning of the Unit, towards a goal of taking primary responsibility of office administration upon demobilisation of the international officer.


(ii) Assist the TERM-IU Institutional Advisor and Director in the identification, preparation, and mobilisation of resources for studies, projects and procurement under the TERM.

(iii) Assist in the preparation of direct tender documentation by the Unit of goods and services for the Implementation Unit, management and organisation of the tender process, advise on the composition of the tenders; and in the preparation of associated reports and documentation.

(iv) Contribute in the implementation of the Unit’s mandate by contributing to strategic discussions, liaison with development partners, meeting with stakeholders, and follow-up on relationship building activities;

(v) Organise meetings for the Unit Team with TERM-C officials, development partners, the private sector, and other clients/stakeholders and assist in the preparation of minutes, correspondence, reports, presentations, spreadsheets, and diagrams.

(vi) Assist in activity monitoring and reporting requirements, preparation of reports and other written materials of the Unit, and prepare them for wider dissemination/distribution.

Qualifications:

• A tertiary degree in administration, accounting, human resource management, business, or other related fields;

• At least 5 years Project Management experience including: recruitment and monitoring the performance of consultants and contractors; ensuring projects are within cost, schedule and achieving key performance indicators (KPIs); and knowledge and compliance with international and/or Tongan government’s goods and services procurement processes.

• Experience in working with development partners such as AusAID, NZ Aid Programme, ADB, WB, JICA, EU/EIB, etc.

• Record of providing effective leadership to project teams and ability to provide support to senior managers, project teams and clients.

• Strong status reporting and organisation skills and excellent communication (verbal and written) skills with government officials, development partners, NGOs, private sector, and the citizenry at large.

• Good technical literacy and report writing skills; confident numeracy skills, including use of excel; good time management and realistic approach to deadlines; and confident and clear verbal communication skills;

• Ability to work individually, with minimal supervision, to produce quality output; and also work as part of a multi-disciplinary and multi-organisation project teams.

The specialist will be recruited by PIAC on an individual basis and will be engaged in accordance with

ADB’s Guidelines on the Use of Consultants and Tongan Public Service Remuneration Rates. Materials and equipment that need to be procured to support the functioning of the specialist will be procured under ADB’s Procurement Guidelines.
