REQUEST FOR EXPRESSION OF INTEREST FOR CONSULTANCY ON THE REFORM OF THE STRUCTURE, POLICIES, PROCEDURES AND PRACTICES WITHIN ECOWAS INSTITUTIONS

I. BACKGROUND AND REQUEST

The Economic Community of West African States (ECOWAS), is a regional inter-governmental organization grouping fifteen Member States. Its mission is to promote cooperation and integration with the aim of forging an economic union for achieving accelerated social, economic and political development within the West African region. The Heads of State and Government have adopted Vision 2020 for transforming the Region from an “ECOWAS of States” into an “ECOWAS of Peoples”. This vision is aimed at improving West African cooperation and integration process and at enhancing development effectiveness in Member States. Since the transformation from being an Executive Secretariat to a Commission, a reform process has been put into motion in existing ECOWAS institutions. These reforms need to be further deepened and consolidated in the light of rising demands and international best practices. In this regard, the Commission is soliciting the services of a reputable high-performing Consulting Firm to:

a) conduct a comprehensive assessment and review of the administrative, managerial, human resources, and financial policies of the Commission and other ECOWAS Institutions, as well as concomitant procedures and practices, identifying critical strength, gaps and weaknesses;

b) conduct a comprehensive review of the organizational structures of the Commission and other Institutions with respect to their assigned functions and linkages within the Community;

c) on the outcome of (a) and (b), make appropriate recommendations that would strengthen, reposition, and improve the efficiency and effectiveness of the Commission and other ECOWAS Institutions in carrying out their mandates and missions.

II. SCOPE OF WORK

The Consultant will work for a period of six months, to specifically:

a) Assess the Commission’s and other ECOWAS Institutions organizational, managerial and administrative effectiveness within each of the departments; identifying weaknesses and strengths in the respective areas;

b) Assess the structure and performance of the Internal Audit function to confirm identification of the existence and adequacy of the system of internal controls;

c) Make appropriate recommendations, on the basis of (a) and (b) on the framework that would enhance the overall level of productivity and effectiveness within the Commission and other Institutions in the delivery of their mandates;

d) Design an institutional and operational framework aimed at strengthening collaboration, cooperation and synergy within and amongst the various Departments and Units of the ECOWAS Commission and Other Institutions.

III. SUBMISSION OF INTEREST

Interested Firms should have, as a minimum, team members with appropriate qualifications and 5 years of practical work experience in the following areas:

(a) Institutional analysis, reforms and restructuring;

(b) Financial management and control systems;

(c) Human resources programming and management; and

(d) Operations of multi-national agencies/institutions.

Interested Firms should also provide the necessary document that will attest that they are qualified to perform the services (i.e. brochures, description of similar assignments undertaken, etc.).

Firms may constitute joint-ventures to ensure that the assignment is satisfactorily undertaken within the stipulated timeframe.

IV. METHOD OF SELECTION

Following receipt of Expressions of Interest, shortlisted firms would be requested to submit technical and financial proposals. Additional information would be provided to facilitate this submission.

V. DATE AND PLACE OF SUBMISSION

Suitable and interested firms are directed to submit Indication of Interest (1 original and 03 copies) in any of the 3 ECOWAS languages (English, French, and Portuguese), to the following, not later than 27th July 2012 at 3.00 pm GMT +1 to:
