Médecins Sans Frontières Supply Administrative Tool Referent

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of race, religion, gender or political affiliation.

MSF International is the legal entity that binds MSF’s 19 sections, 23 associations and other offices together. Based in Geneva, MSF International provides coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested. MSF International also provides administrative support to the MSF Access Campaign.

POSITION BACKGROUND

LogistiX is the supply administrative tool used by several MSF sections. It is used in a hundred missions all over the world. MSF International is looking for a Supply Administrative Tool Referent for the further support, maintenance and development of LogistiX.

PLACE IN THE ORGANISATION

This position is under the responsibility of the International Logistics Coordinator (ILC).

The Supply Administrative Tool Referent will be in close contact and collaboration with the Supply Referents in the 5 operational centres of MSF and direct support from the Operational Centre Amsterdam Supply Referent. The position is located in the Amsterdam office of MSF.

OBJECTIVES OF THE POSITION

The general objective of this position is to support the LogistiX software to its end of life and transition to MSFs new ERP system Unfield.

The Supply Administrative Tool Referent is supervising and leading the Technical Working group (iLogistiX TWG) with one representative of each MSF operational section.

The Supply Administrative Tool Referent, together with the TWG, agrees on an annual plan with objectives and timeline, which is reviewed every year.

The Supply Administrative Tool Referent is in charge to develop, maintain and update the software and tools aid.

MAIN RESPONSIBILITIES

Develop logistix software:
 Organisation, preparation, coordination of iLogistiX Technical Working group according yearly schedule
 Harmonization of the different request done by the operational section representatives
 Collection of requests for new enhancements and submission to the TWG for validation , on a quarterly basis and based on workload estimation (timing)
 Testing of LogistiX according to the test protocol in place
 Preparation of testing by iLogistiX TWG
 Distribution of LogistiX to the OC representative, upload an FTP server, LogistiX CD (configuration, user manual, self learning CD)

Logistic to Unifield Migration:
 Direct support to help desks and forums related to Logistix to Unifield migration
 Support the migration of Logistic data to Unifield through the develop of:
Guidelines, Procedures, Tools

Support to OC representatives:
 Second line help desk for LogistiX representatives (with immediate correction of easy-to-correct bugs without need of consultation of iLogistiX WG consultation
 Maintenance of Mantis (submission of issues, bug, support, new enhancement)
 Communication of resolved issues via the online tracking system (Mantis)
 Preparation of annual data updates files for the OCs

Technical support to documentation and training material:
 Coordination and update of tools aid document writing and training material (self learning CD, user manual, glossary…)
 Update and maintain the configuration manuals

Training:
 Field visit according to the OC representatives needs (requests)
 Participate in the training strategy definition at International Level


PROFILE REQUIREMENTS

Experience:
 Having at least 2 years of experience in software development
 Knowledge of MS Access, Visual Basic and MS Excel mandatory
 Knowledge of XML appreciated
 Knowledge in MSF Supply Chain Management appreciated
 Knowledge of LOGISTIX software appreciated


Particularities:
 Fluency in English necessary (French, Dutch or Spanish could be appreciated)
 Good human contacts, diplomacy, patient
 Well-organised and systemic, open to team work

Starting date: ASAP

Contract: the position is a 50% position opened for 1 year with possible extension. Evaluation is foreseen at the end of the trial period and after 1 year; TOR will then be revised if necessary.

Location: Amsterdam

Salary: A monthly salary between €2961 and a maximum salary of €4230 gross per month, based on a fulltime appointment (position is however 50%) and depending on relevant professional work experience.
