National Consultant UNODC prison reform project in South Sudan

UNODC prison reform project in South Sudan started in early 2008. The project is co-implemented with UNMISS Corrections Advisory Section and International Centre for Criminal Law Reform(ICCLR).The project runs in phases and the current phase(Phase III) started in October 2010 and has activities running up to December 2012.

The objective of the project is to assist the process of prison reform in South Sudan by building leadership capacity within the prison service and strengthening their ability to manage the prison population more effectively and more humanely.

This is to be achieved through 5 major outcomes:

  1. Establishing a prison staff training centre;
  2. Improving prison health and sanitation;
  3. Strengthened Legal and Policy Framework and Enhanced Prisons Service General Staff Training;
  4. Enhanced Linkages in the Criminal Justice System;
  5. Expanded Probation Function Within the Prison System. Through the establishment of a prison staff training centre, the project is assisting prison service in infrastructure development of Prisons Training Academy at Lologo in Juba and also developing a core staff to manage the institution. Lologo is located about 7 Km in the outskirts of Juba Town. Activities under the development of the Academy include the following:

  6. Construction of two accommodation blocks for trainees with a capacity of 128;

  7. Equipping the existing classrooms with needed furniture;
  8. Developing a site plan for the academy piece of land;
  9. Fencing the perimeter of the academy with chain link fence;
  10. Providing a water borehole for the neighboring community.

Job Summary: Under the guidance of UNODC Project Coordinator based in Juba, the consultant will therefore undertake the following tasks:

Review the existing documents relevant to the development of the plan. The documents may be obtainable from the project office, UNMISS Corrections Unit, Prison Service of South Sudan, active donors to the Academy and other government agencies. Hold discussions with stakeholders and individuals to obtain all information necessary for development of the plan. Facilitate two stakeholder meetings where the first will be to obtain a general view of what is required at the academy while the second will be a briefing session on the draft plan before it is finalised.

Deliverables: 1. A drawing to be submitted in both electronic and hard copies in AutoCAD showing the location of major physical features within the compound according to the intent of the Academy. The main features include but not limited to, administration block, dormitories, classrooms, staff housing, motor vehicle parking areas, sewage disposal position, roads and foot paths, main gates, parade ground, sports grounds, design to provide public perception of the facility at the main entrance and landscape plans which will provide eventual windbreaks as appropriate, and contours and groundcover to prevent excessive rain runoff loss. 2. A written report on the consultancy which will cover the outcome of meetings, outcome of discussions with officials met or offices consulted, explanatory notes on the plan and how implementation of the plan can be phased.

Competencies:

  1. Thorough knowledge of building and urban development codes of South Sudan.
  2. Demonstrated experience in producing physical development plans in South Sudan.
  3. Good interpersonal skills and ability to communicate and consult with officials of an organized uniformed government service.
  4. Up-to-date knowledge and practical experience of UN programmes, policies, guidelines and procedures, as well as with UNODC’s criminal justice and security sector reform programme an asset.
  5. Fluency in spoken and written English is required.
  6. Working knowledge of Arabic will be an advantage.
  7. Strong computer literacy skills, including sound knowledge of Microsoft Word, PowerPoint and Excel and other specialized IT programme such as AutoCAD.
  8. Ability to travel to South Sudan when required.

Required Skills and Experience Education: University degree in engineering, physical planning, urban planning, architecture or any related field.

Experience: A minimum of 5 years working experience in the field of Urban or Physical Planning.

The selected candidate will start the assignment upon contract's signature expected to be in July 2012.

  1. Proposal/Letter of interest: (i) Explaining why they are the most suitable for the work (ii) Provide a brief methodology on how they will approach and conduct the work

  2. Financial proposal The financial proposal must include the total requested lump sum amount for the 45 working days. The lump sum must include all related costs for the assignment, including professional fees and insurances, and medical exam to be undertaken if age is above 62. All travel costs for the consultant to complete the task will be arranged and paid for separately by UNODC and according to its rates.

  3. A completed P11 form with at least 3 references
