ACF is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for ACF in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.
ACF-Spain is looking for a Program Coordinator for the West Africa Regional Office to ensure the proper follow up and implementation of Emergency Response programmes in Sahel in 2012 and to support the regional representative in the technical positioning of ACF in the region as a key actor to fight malnutrition
DESCRIPTION
Programme / humanitarian follow up:
• Ensure the overall consistency of Emergency actions: Monitoring & Evaluation of the whole programmes cycle at technical and financial level (from financial datas consolidated by the Office Manager). Validation and harmonization of survey methods, analysis and monitoring – evaluation proposed by Technical coordinators at mission level. Technical referent for implementation teams. Monitoring and evaluation activities: regular field missions, remote support teams, consolidating the progress of the program. • To Ensure technical guidance, monitoring and control of Technical Coordinators’ work in the field regarding Emergency programmes • To ensure ACF’s approaches on programme implementation, evaluation, learning and accountability are implemented in the interventions and Ensure ACF’ proposals defined approaches are implemented and capitalized. • Follow up of humanitarian indicators at regional level: to develop regular regional analysis of humanitarian situation and trends (analysis of data coming from missions and different surveillance systems: nuts, food security, WASH, etc) and identify potential “crisis” in the region.
Support of regional positioning and networking:
• Establish strong coordination links with the relevant Regional UN clusters (Food Sec and nutrition). Proactively use the resources and disseminate the tools put in place by the Humanitarian Reform System • To ensure ACF presence in nutritional/humanitarian technical forums in coordination with the Regional representative
PROFILE
• Five or more year’s management experience as Technical Coordinator or technical advisor. • Food Security expert with good knowledge in livelihoods, context assessment (including nutrition) and monitoring & evaluation • Strong analytical capacity and writing skills; good communication skills • Good and demonstrated knowledge of project cycle management • High level advisory and technical capacities • Experience in emergency situations • Knowledge of ACF operations, policies and procedures • Proven interpersonal and networking skills with national and international organisations • Demonstrated experience in working in West African region in humanitarian aid • IT: Microsoft tools (Excel, Word, Access, PP). Others will be an asset (mapping software: MapInfo) • French and English fluency
REMUNERATIVE PACKAGE
• Formal contract of work • Salary: from 1500€ to 2300€ gross per month according to candidate’s previous experience + responsibility plus (according to standard list of ACF- Spain) • House and maintenance covered by the organization. • Travel costs to and from the mission. • Per Diems. • 25 working days of holidays per year. • Travel and accident insurance and repatriation on account of the organization. • Extra per month and per child (Under 18 years old).
For candidates who are not in Madrid, the first interview will be through telephone. Short listed candidates will have a face to face interview to be held in Madrid. For those candidates selected, all the travel costs will be refund when the first mission is assigned.
