PROJECT ADMINISTRATOR
GENERAL FUNCTION:
The Project Administrator is under the supervision of the Project Director of China Digital Times and Counter-Power Lab, a University of California Berkeley research project. This is a full-time position which will be fulfilled both onsite and remotely with flexible hours and regular meetings with the Project Director. The successful candidate will be able to work independently but also to cooperate as part of a small, but close-knit team.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Assist Project Director with project oversight, including financial tracking and progress towards program deliverables;
- Assist in the preparation of reports/proposals;
- Assist in all administrative tasks, including email and telephone communications;
- Coordinate travel logistics for Project Director, project staff, visitors and guest speakers, assist with visa applications, and arrange all accommodations;
- Track project budgets, oversee and process all project-related expenses, including travel expenditures and university reimbursement forms; produce expense reports and submit vouchers;
- Manage all elements of payroll for up to fifteen part-time staff, contractors, and consultants;
- Keep detailed human resource records on all staff, contractors, and consultants, including employment contracts, job descriptions, and IRS reporting documentation;
- Assist and gradually assume responsibility for procurement of supplies, services and equipment;
- Assist with coordination of special events and partner meetings, including managing agendas and all logistical support;
- Assist with occasional special projects and events as needed.
Qualifications
Required
- 2-3 years development project experience, including field experience
- Experience with financial management and/or preparing expense reports and budgets
- Superior analytical and writing ability
- Advanced experience with MS Excel and Word
- Excellent oral communication and presentation skills
- Experience making complex travel arrangements
- Proven organizational skills, with attention to detail
- Proven ability to multi-task and prioritize with a shifting workload
- Proven ability to operate effectively in a multicultural environment
- Personal integrity and confidentiality are essential
Preferred
- Experience with event planning and/or arranging logistics for project implementation abroad
- Demonstrated understanding of and/or experience with developing world information environments, including technical, political and social factors;
- An interest in China, information and communication technologies, and freedom of expression and human rights
- Fluency in Mandarin Chinese
