World Relief HEALTH ADVISOR

General Function: Provide health technical guidance for World Relief programs related to HIV/AIDS, TB, OVC, Maternal Child Health and Nutrition. In collaboration with country offices, ensure technical expertise and best practice in strategic planning, prepare new grant proposals, and oversee quality assurance of program implementation. Specific Job Duties: · Guide country offices to strategic needs, opportunities, and program development in community health. · Provide guidance to country offices in funding trends and opportunities, overseeing all technical related grant proposals and implementation plans. · Seek out and nurture quality partnerships with appropriate government ministries and strategic partners, including international NGOs, denominations and churches, local civil and community-based organizations. Provide technical expertise relevant to the partnerships and collaborative programs. · Identify skills-based areas of professional development for local WR staff and tailor mentoring programs related to technical areas in health and social development for relevant staff. · Provide technical expertise in best practice in maternal and child health and HIV and AIDS, including specialty areas of TB, malaria, nutrition, and monitoring and evaluation. · Contribute to quality assurance of programming through program review, reporting and follow up with field offices · Develop and implement personal work plans that ensure 1) regular communication with WR country and regional leadership and country-specific program managers; 2) program monitoring and problem-solving strategies; 3) program manager mentoring and development; 4) monitoring of program objectives and implementation including budget compliance and integrity; 5) timely reporting as per program, donor, and marketing requirements; 6) acquisition of technical knowledge updates in the fields of MCH and HIV and AIDS.

Knowledge, Skills, & Abilities: · Proven skills and sensitivity in cross-cultural living, communication, understanding, and language acquisition. · Proven skills in critical thinking, program design and analysis, and articulation of program issues in team meetings and report writing. · Public health-related master’s degree. MPH with focus in global health preferred. · Competency in Portuguese or French, preferred. · Competent in the use of Microsoft Office · Initiative, high sense of responsibility and ability to plan, train, organize and supervise the work of others, while working within difficult cultural and physical environments · Ability to work with minimum supervision and to deal with problems and issues both promptly and efficiently · Ability to communicate clearly, both orally and in writing · Proven proposal and report writing abilities, assessment, analytical and planning skills. Competency in survey and statistical analysis expected. · Flexible / motivated team player

Experience Required: · At least three to five years of global health program experience in technical, practitioner, strategic leadership and/or management roles. · At least two years of field-based, cross-cultural living and working. · Proven experience in program management, strategic planning, cross cultural-living and communication with references from cross-cultural country of residence. · Proven experience in working with highly-technical donors, foundations, faith-based groups, and individual donors. · Monitoring and evaluation experience including research, proposal, and survey design and analysis. Candidate must have proven experience in critical review and articulation of lessons learned. · Operations research design and implementation experience desired. · Servant heart and leadership style with keen sense of prioritizing critical concerns and addressing them within the structures of WR protocols with sensitivity, justice, and grace.
