APEC Program Coordinator

We are seeking an APEC Program Coordinator to support the US – APEC Technical Assistance to Advance Regional Integration (US-ATAARI) project, to be based out of Washington, DC. With project offices in DC and Singapore, the USAID US-ATAARI is a five-year project that delivers assistance in a variety of forms, ranging from policy studies and assessments to capacity building, training, and expert advice on regional integration, trade liberalization, and institutional management. Launched in 2013, US-ATAARI supports a wide range of activities including, inter alia, cross-border services trade, regulatory reform, trade facilitation, food security and safety, disaster management and preparedness, and women’s economic empowerment. Based in Washington, D.C., the coordinator position is a one-year contract to provide additional technical expertise and program coordination for the project’s teams in DC and Singapore. The position and contract will be re-evaluated at the end of the year in accordance with project needs. However, for the right candidate, a permanent position would be considered.
Candidates must have technical expertise and proven experience in working with and managing international development projects. S/he will have experience working with or in the Asia Pacific region in at least one of the following areas: economic policy reform, trade and investment, and/or capacity building. Ideally, candidates will have experience working with USAID, either as direct hire staff, or on USAID-managed projects. Applicants must be self-directed and demonstrate a strong aptitude to working in a team environment, both as a leader and team player, as well as possess excellent project management skills, including attention to detail.

Key Responsibilities

  • As directed by the Chief of Party and/or Deputy Chief of Party, assist in leading technical direction and providing management oversight for the US-ATAARI contract and project activities. It is anticipated that these activities will include a focus on work streams such as women’s economic empowerment, wildlife trafficking, education, and energy.
  • Coordinate trainings and workshops related to project activities, which will include liaising with U.S. government representatives as well as APEC economy governments on activity development and implementation.
  • Manage short-term consultancies, as appropriate, to ensure deliverables are of high quality and deadlines are met.
  • Travel to APEC economies to implement program activities as needed, serving as a project representative and overseeing, at times, logistical support.
  • Design and draft APEC project concept notes and full APEC project proposals.
  • Contribute to development of annual work plans and to weekly, quarterly, and annual progress reports.

Qualifications

  • Advanced degree in relevant field including economics, international affairs, or business.
  • Three to seven years of technical and project management work experience in an international development context, with a focus on economic issues that could include business enabling environment, trade and investment liberalization, economic policy reform, and other issues that are relevant to APEC’s agenda.
  • Work experience within or related to the Asia-Pacific region.
  • Familiarity with budgeting, financial analysis, and good knowledge of Microsoft Excel.
  • Strong analytical and communication capabilities.
  • Excellent writing skills.
  • Experience working with donor projects (i.e., USAID) strongly preferred.
  • Proficiency in at least one other language used in one or more APEC member economies is desired.
