Senior Protection Officer (Oversight & Integrity)

Malaysia is not a signatory to the 1951 Refugee Convention or its 1967 Protocol. There is no legislative or administrative framework in place, which deals with asylum or refugee matters. In the absence of a national refugee/asylum framework, UNHCR performs all activities related to the reception, registration, documentation, status determination and resettlement of one of the world’s largest urban populations of asylum-seekers and refugees. The population continues to grow, with both new arrivals and a large number of asylum-seekers already in the country awaiting registration, with the majority about 90% originating from Myanmar and 10% from about 50 different countries. In recent months, the detection of higher trends of identity fraud within the Myanmar case load wherein individuals were found to be using the bio data registration details of another with a view to accessing the registration and the resettlement system. The creation of the post of a P4 Senior protection officer (Risk and oversight) is dictated by the fact primarily to increase CO Malaysia’s capacity to address identified gaps in fraud detection mechanisms ensuring accountability and integrity of the registration, RSD, OPI and resettlement processes. In addition, there is a need for risk identification and mitigation through systematic review of SOP’s and areas of potential system weaknesses and vulnerability that may give rise fraud.
The Senior Protection Officer (Risk and Oversight) shall directly be supervised by the Representative and shall be working in close collaboration with the Protection section and Registration, OPI, RSD and Resettlement Units. The incumbent must possess a sound understanding of the processes in registration, RSD and resettlement and a very good knowledge and experience in Risk identification and mitigation through critical analysis of the SOP’s of the different protection processes and be able to analyse complex issues. The incumbent is required to conduct and implement a mass communication strategy targeting the refugee community and partners. Necessary skills in coaching is highly desirable.
Minimum qualifications and professional experience required:
  • Education: Advanced university degree in Law, International Law, political Sciences or related field with good knowledge of International Refugee, Human Rights and Humanitarian Law.
  • Job Experience: Minimum 10 years (12 years with University degree) relevant professional experience of which 3 years in the field and 5 years in an international capacity.
  • Excellent knowledge of English and working knowledge of another UN language.More details in the attached document.
