Gender, Accountability, and Violence Prevention Advisor

The Canadian Red Cross Society, a non-profit, humanitarian organization dedicated to helping the most vulnerable in Canada and throughout the world, is currently seeking a Gender, Accountability, and Violence Prevention Advisor.
The goal of the Gender, Accountability, and Violence Prevention Advisor is to support Canadian Red Cross program teams and RC/RC National Society partners as they provide effective analysis of their organizational and operational context related to gender, beneficiary accountability and violence prevention, and effectively integrate these critical components throughout the design and delivery of international programs. The focus will primarily be on supporting programs aimed at increasing analysis and integration of these areas in emergency response for CRC and its National Society partners.
RESPONSIBILITIES
  1. Using CRC established policies, tools and guidelines, supports program staff and their National RCRC Society partners (International Federation of Red Cross Red Crescent (IFRC) and RCRC National Societies) to effectively integrate violence prevention minimum standards in programs.
• Supports program teams to integrate violence prevention into assessments and planning for results. Includes working with programs and partner National Societies to ensure assessments include aspects of violence prevention and applying results based management (logic models, performance management frameworks, key performance indicators) in the planning process. • Supports mechanisms for monitoring implementation of violence prevention minimum standards. Includes defining key performance indicators and advising on monitoring tools. • Supports the delivery of violence prevention initiatives and activities with a focus on programs in Africa.
  1. Supports international operations program teams to integrate minimum standards for gender into its projects.
• References existing tools in the RCRC Movement, identifies tools and approaches to recommend CRC apply with program partners in order to increase gender equality and equity in emergency preparedness and response programs for CRC and with National Society partners. • Provides support for integrating the means to achieve gender equality and equity into assessments, planning and country specific planning monitoring and evaluation and reporting.
  1. Using CRC established guidelines and tools, supports departments and staff within international operations to assess and apply beneficiary accountability principles and practises in programming.
• Linked with the above responsibilities, provides support to address and integrate beneficiary accountability into assessments, planning and country specific planning, monitoring, evaluation and reporting. These include educating teams on the Humanitarian Accountability Partnership (HAP) principles and framework with focus on the six benchmarks for programming and supporting their application including beneficiary communications and principles of beneficiary participation and feedback mechanisms.
QUALIFICATIONS
Education and Experience • Masters Degree or advanced diploma in a relevant field. • Minimum five (5) years experience working in a relevant field, or an equivalent combination of work and experience. • Excellent oral and written skills in English required; fluency in Spanish and French desired. • Knowledge and experience of current standards and tools for integrating beneficiary accountability including the HAP accountability framework. • Experience in the development of educational resources, curriculum, policies and procedures an asset. • Experience as a facilitator / trainer.
Knowledge: • Proven knowledge and experience in results based management. • Strong knowledge of and experience in the field of violence and abuse prevention and child protection. • Strong knowledge and experience of gender in disasters and development. • Knowledge of the Red Cross Red Crescent Movement and knowledge of the Canadian Red Cross Society’s Domestic operations is a definite asset.

WORKING CONDITIONS
Will be required to work non-traditional hours from time to time. Extensive travel, potentially including areas in disaster or conflict, is required for this position.
