Program Manager - Foras

Essential Job Duties/Scope of Work:
International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs.
Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through
health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
PROGRAM DESCRIPTION
Foras is a Demand-Driven Economic Development Program where governorate-based Catchment Teams approach local businesses to determine what open vacancies there are in the market, and engage local intermediary firms (Job Placement Companies and Training Companies) to supply the appropriate staff. Simultaneously, teams are educating job seekers about best practices on conducting a job search and the necessary skills to maintaining employment.
Management
• Lead implementation of Foras Program through remote teams in each of 5 governorates,
• Develop connections to local Employers, understand their human resource needs, and build capacity to identify, screen, train, and retain local talent,
• Direct initiatives to develop Intermediary Partners (Job Placement Agencies & Training Companies) that identify and overcome obstacles to increased capacity, sales, and profitability,
• Identify and develop local capacity to train job seekers in skill sets required by local firms through local training partners using sustainable market driven business models,
• Identify opportunities and develop activities that enhance the connections between job seekers, intermediary partners, and Employers,
• Prepare coordinated Roll Out plans in coordination with primary contractor as necessary,
• Develop budgets for activities in line with program goals,
Coordination
• Provide contextual analysis and strategic feedback to primary contractor to guide project implementation,
• Work directly with primary contractor Brokers and their staff to implement field activities and to coordinate assistance where necessary,
• Provide Quarterly Reporting to primary contractor, as well as regular updates on field activities, calendars, and implementation of field activities
• Participate in meetings with primary contractor, donor, and GOI as necessary
• Coordinate with Monitoring and Evaluation teams to ensure proper implementation of activities and timely and accurate reporting of field data.
Prevention of Sexual Exploitation and Abuse
• Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.
Skills & Requirements:
QUALIFICATIONS:
• Masters Degree in Administration, Public or Business,
• Previous Iraq or Middle East experience,
• Extensive Business experience preferred,
• MS Office,
• Excellent Communication Skills, including report writing,
