(Senior) Institutional Policy Officer , European Investment Bank

The EIB, the European Union's bank, is seeking to recruit for its General Secretariat (SG) - Office of the Permanent Representative in Brussels a (Senior) Institutional Policy Officer.
The term of this contract will be 4 years. The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract subject to organisational requirements and individual performance.
Purpose
(Senior) Institutional Policy Officer will join the Office of the Permanent Representative in Brussels and will contribute to:
- developing high-level relations and facilitatƮng policy dialogue with EU institutions;
- following-up on the political decision-making process within an assigned portfolio of topics and issues, in close coordination with the Services at Headquarters;
- representing the Bank in the preparation, negotiation and follow-up of institutional affairs and policies concerning the EIB in order to promote its position and defend its interests in liaison with the concerned Bank's Services;
- promoting the EIB as a potential partner for investments.
Operating Network
The Senior Institutional Policy Officer will work under the supervision of the EIB Permanent Representative and/or of the Head of Unit. S/he will also work in close collaboration with the Bank's Services at Headquarters.
S/he will work with EU institutions and bodies (Commission, Parliament, working groups of the Council, the Economic and Social Committee and the Committee of the Regions), permanent representations and other International organisations.

Accountabilities
- Contribute to implementation of the Bank’s strategy for enhancing the EIB’s external representation and institutional presence through development of the representational activities of the Brussels Office;
- Monitor and analyse the EU political decision-making process within EU Institutions and bodies insofar as it concerns the EIB activities and reports accordingly to the Bank’s services and/or the Bank’s governance structure. This includes:
- Stay abreast of institutional initiatives within the Bank's services;
- Identify, analyse and follow-up institutional initiatives related to EIB activities within assigned institutions and bodies, permanent representations, international organisations;
- Draft briefing notes and reports on institutional initiatives that are of relevance for the Bank (e.g. RelevƩ Quotidien);
- Provide a lobbying platform with based institutions for issues that may impact the Bank and, in this capacity, research and analyse legislation or regulatory proposals, attend congressional hearings, and/or inform government officials and corporate officers on issues relevant to the EIB and as instructed by the Management Committee;
- Coordinate and/or contribute to institutional negotiations with other EU institutions and IFIs, participate to the negotiations, leading some stages of the negotiation whenever relevant/requested. This includes:
- Provide advice and support the Bank's services in the preparation and/or running of institutional negotiations;
- Oversee or contribute to EIB agreement with other institutions;
- Participates in negotiating possible new initiatives or related reviews with the EU;
- Guarantee regular follow-up of regulatory issues that could impact the Bank in its fund-raising capacity and provide assistance for investor-related events;
- Support the Management Committee members’ activities in the EU and lead the organisation of EIB participation in EU-based events;
- Maintain a high level of awareness to the Bank's services on current economic and political decisions relevant to the EIB Group in order to liaise back to the interested Bank's services on institutional matters that are of relevance for their policy and/or operational framework;
- Represents the Bank in related negotiations and committees in order to promote and defend the Bank's position;
- Collect all relevant institutional information and deliver timely reports on IFI initiatives, events, global public goods (when appropriate for EIB group); cooperate with IS to supply ad-hoc regulatory/supervisory updates.
Qualifications
- University degree in Political Science, Law, Economics or Finance;
- At least 8 years professional experience in international banking, institutional and political affairs or finance;
- Very good knowledge of the EU economy, international institutional and political frameworks and policies;
- Good knowledge of the EIB Group’s business activities and policies and of the external EIB framework and collaboration with other EU institutions or International Financial Institutions (IFIs);
- Good knowledge and experience of the activities and policies of the Bretton Woods Institutions;
- Experience in dealing with sensitive and complex issues;
- Excellent knowledge of English and/or French (*), with a good knowledge of the other. Knowledge of other EU languages would be an advantage.

- Strong communicational and drafting skills, both oral and written;
- Strong aptitude for conceptual thinking, policy analysis and formulation, with the ability to master complex information and convert this into well-structured reports;
- Strong negotiation skills and sound judgement;
- Ability to work both independently and in teams with capacity for close cooperation and coordination across the Bank;
- Ability to manage a range of complex issues simultaneously;
- Strong sense of initiative and capacity to work autonomously at a senior level;
- Flexibility and adaptability.
(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in one of the two languages. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of the relevant language and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages.
