The EIB, the European Union's bank, is seeking to recruit for its Personnel, Corporate Services Directorate (PERSONNEL) - Staffing and Development Department (S&D) - Development & Performance Division (D&P) at its headquarters in Luxembourg, a Training/Learning Officer.
Appointments will be made on the basis of a fixed term contract of 18 months.
This is a full time position, however part-time applications (80% and above) will be considered.

Purpose

The Training/Learning Officer provides hands-on expertise and assistance in management, design and delivery of training and On-Boarding programmes and processes (including day-to-day coordination, logistics, administration, monitoring, reporting, etc.).

Operating network

The position will report to the Head of Learning & Development Unit and will cooperate closely with the Learning and Development team. The position requires maintaining relationships with other institutions, international organisations, specialists and professional associations in order to build cooperation and stay abreast of best practice.

Specific Post Environment

The Development and Performance Division is a Centre of Expertise providing advice and services in the following domains: Job Design and Evaluation, Strategic Talent Sourcing, Talent Management, Performance Management, Career Development, Learning & Development and Diversity.
As a consequence of the IPE (Juncker plan, EFSI), the EIB has the objective of recruiting ca. 500 people between mid-2015 up to the end of 2016, bringing the total number of employees to close to 3.000. In order to absorb the additional volume of new joiners, ensure smooth integration and provide large volumes and high quality training to all staff, the PERSONNEL Directorate is launching various projects and initiatives with the aim to reinforce, review and optimise its current training offer and processes (including a new structured On-Boarding training programme and redesigned Leadership programmes) as well as a review of its processes in view of the acquisition of a new Learning Management Systems platform.

Accountabilities

“End-to-end” management, design and delivery of training and On-Boarding programmes, initiatives and processes. This includes:
  • Manage overall training programmes and learning projects;
  • Gather and analyse inputs, needs and expectations from relevant stakeholders on specific training modules, thereby finalising learning objectives for the training module;
  • (Re)design training modules and programmes;
  • Adapt training modules design and delivery according to inputs received by participants, management and trainers;
  • Prepare terms of reference and contracts pertaining to learning initiatives;
  • Contact and follow up with training providers and trainers;
  • Contribute to the communication regarding training programmes and initiatives (presentations, reports, online information, etc.);
  • Handle planning, scheduling, administration and logistics of training modules (calendar and enrolment, training room scheduling and bookings, participants’ invitation and follow up, contact with trainers, liaison with training providers, etc.);
  • Design and deliver “ice breaking” and “team building” activities, as appropriate;
  • Facilitate “soft skills” training modules, as appropriate;
  • Propose and implement ways and means to continuously improve the scheduling and logistics processes;
  • Perform analytics and conceptual work in order to develop, improve, monitor and report on the training programmes.

Qualifications

  • University degree preferably in a relevant field: Human Resources, Social Sciences, Organisational Behaviour, Business Administration and Management or Law;
  • At least 3 years relevant experience in design of learning and development programmes;
  • Solid project management experience;
  • Good knowledge of best practices and tools used for developing Learning & Development solutions. Experience in the banking/financial sector would be an advantage;
  • Hands-on experience in deploying training programmes (including regarding scheduling and logistics aspects);
  • Experience in training facilitation and groups’ dynamics;
  • Experience in training process optimisation from a system and reporting view point;
  • Knowledge of standard computer applications (Word, Excel, PowerPoint). Knowledge of Learning Management Systems (more specifically: SuccessFactors) would be considered as an advantage;
  • Excellent knowledge of written and spoken English and a good command of French (*); knowledge of other European languages would be an advantage.

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages.
