FIXED TERM APPOINTMENT OF THREE YEARS, RENEWABLE TWO YEARS

Under the general supervision of the Director Sustainable Energy Policy and Technology (SPT), the main responsibility of the post holder is to manage the Division’s work on energy efficiency and on the impact of energy policy on economic development and environmental sustainability, including climate change. The selected candidate will possess broad knowledge and understanding of energy issues beyond the scope of the position’s direct responsibilities.

The Division Head has line responsibility for overseeing the Division’s budget and managing its team of enthusiastic professionals working on energy efficiency and climate change. S/he will develop the Division’s work programme to support wider Agency priorities in close collaboration with the Director of SPT and other senior colleagues across the Agency.

Job Duties
1. Management and Leadership
• Lead IEA discussions on energy efficiency and climate change.
• Lead the strategic design and implementation of the work programme on energy efficiency and energy and climate policy analysis.
• Manage a highly qualified, enthusiastic, multidisciplinary, multicultural team of analysts and accept accountability for the quality, timeliness and relevance of the Division’s output. Contribute personally to this output through intellectual leadership, coaching and developing staff, as well as by winning and managing resources to support the Division’s work. Build a collegial and productive working atmosphere.
• Service committees and working groups and accept accountability for their smooth organisation, prepare high quality papers and facilitate dialogue, consensus building and a productive exchange of views between delegates of IEA member and non-member countries.
• Manage the core output of the Division to ensure their timely delivery and coherence with other output of the Agency, including the production of quality publications and relevant input to IEA products managed by others.
• Replace the Director in his/her absence.

2. Co-ordination, liaison, representation, dissemination
• Manage directly and/or assist in the organisation and conduct of conferences, seminars and workshops.
• Develop and maintain close relations at senior level with government, the private sector, international and regional multilateral organisations, and research institutions. Expand the dialogue between the member and non-member countries. Identify opportunities for collaborative projects between the IEA and different energy stakeholders, e.g. non-member countries, the private sector, industry associations, non-governmental organisations, etc.
• Represent the IEA at meetings and conferences involving senior policy-makers and representatives of business, labour, academia, NGOs and the media.
• Contribute to the development of the IEA’s policy messages and communications strategy with key stakeholders, the media and the general public, in order to maximize the value, visibility and impact of the Division’s work.
• Build collaborative and collegial working relationships with people inside and outside the Agency on cross-cutting projects, publications, policy reviews, and conferences.

3. Analysis, advice and drafting
• Prepare policy, analytical and other papers to be presented to the IEA's Standing Committees and/or the IEA Governing Board or other bodies on energy efficiency and the impact of energy policy on economic development and environmental sustainability.
• Oversee the preparation of the output of the analysts in the Division. Provide intellectual input, guidance and constructive criticism to improve the policy relevance, readability and quality of the analysis.
• Aim to further strengthen analytical competence of the IEA.

Qualifications: education, experience, communication and languages
1. Education and experience
• An advanced university degree in economics, engineering, climate science, public policy or in a relevant discipline
• Ten to 15 years' experience in energy policy analysis with specific reference to energy efficiency or the environmental impacts of energy, preferably within a national government administration or public research institute; international or intergovernmental experience is necessary.
• Considerable knowledge and experience of political and economic aspects of national and international energy policy, economic development and environmental sustainability.

2. Key competencies and skills
• Strategic vision and good anticipatory skills, based on experience, in order to identify areas where the IEA can contribute effectively to energy policy-making in member and non-member countries. An outcomes orientation and a proven record of success.
• Demonstrated ability to manage interdisciplinary teams, including experience in selecting, coaching, developing and appraising staff; providing regular constructive performance feedback; creating an environment conducive to teamwork, innovation and open communication.
• Proven ability to analyse complex national and international energy policy issues related to energy efficiency, economic development and environmental sustainability, including climate change, and to prepare analytical papers and recommendations for action or discussion at Ministerial-level meetings and other bodies.

3. Communication and languages
• Proven communication and networking skills. The capacity to work at a senior policy level with member and non-member countries, to establish senior-level networks with key stakeholders and to be able to communicate effectively with a diverse range of experts from industry, academia and non-governmental organisations.
• Proven ability to interact with people productively at all levels.
• Excellent spoken English and outstanding drafting ability in English. Knowledge of other languages would be an advantage.

N.B. The appointment may initially be made at the level immediately below if the qualifications and professional experience of the selected applicant correspond to that level; in this case, the duties and responsibilities assigned to the post will be adjusted accordingly.
