Head of Division - International Migration

We are looking for an experienced manager to head the International Migration Division of the Employment, Labour and Social Affairs Directorate (ELS). The selected candidate will be responsible for monitoring and assessing international migration trends and policies, maintaining and extending data on migration flows and stocks and developing detailed migration and labour market integration policy proposals, as well as organising the work and directing the staff of the Division. The role requires a dynamic professional, capable of working in an autonomous way under the guidance of the Director and the Deputy Director.

Job Duties
1. Management

Plan, organise and supervise the Division's programme of work and ensure its effective implementation with the allocated resources. This work includes: designing the Division's contribution to the work programme on international migration; designing and supervising projects (including those carried out by consultants); drafting and editing documents intended for Committees and Working Parties; editing the OECD International Migration Outlook; preparing and leading meetings of the Working Party on Migration, effectively managing and developing the SOPEMI network of migration correspondents; managing the Division's staff and resources effectively; co-operating with colleagues and senior management to ensure the smooth functioning of the Directorate in meeting the priority objectives set for it by the programme of work and responding to corporate priorities set by the Secretary-General.
Recruit, supervise, motivate and contribute to the professional development of staff under his/her direction within the framework of the staff policy of the Directorate and of the Organisation.


2. Publications and reviews

Ensure that the quality, reputation and policy relevance of the OECD International Migration Outlook are maintained and strengthened.

Supervise the ongoing policy reviews and economic impact analyses under the responsibility of the Division, including : i) the jobs for immigrants reviews; ii) the labour migration policy reviews; iv) the analysis on the fiscal impact of migration; and iv) on-going work on migration, development and regional integration. Ensure that the quality and relevance of these reviews and analyses is maintained and strengthened.


3. General work of the Directorate and coordination with other Directorates

Participate in horizontal activities of the Directorate, in particular in the areas of work for which the incumbent takes the lead. Ensure effective co-operation with other parts of the Organisation working on international migration and contribute to the Organisation's horizontal projects related to international migration.


4. Representation

Represent the Directorate and the Organisation at internal and external meetings. Develop and maintain professional contacts and exchange information on activities of mutual interest with Member and non-member governments; with other international organisations (e.g. the International Labour Organisation, the European Commission, the International Organisation for Migration, the World Bank, UNDESA and other relevant UN bodies, the Council of Europe, etc.); with the social partners and representatives from civil society; and with networks of academics and researchers.

Qualifications: education, experience, communication and languages
1. Qualifications and experience

An advanced university degree in economics or social science, including very good knowledge of labour economics and international migration. A demonstrated capacity to undertake and supervise advanced empirical studies in the field.

An in-depth knowledge of migration policies and migration statistics in OECD countries and key emerging economies.

Solid understanding of international, political, and economic developments in member countries and key emerging economies and their impact on the Directorate's priorities in the migration field.

At least ten years' experience in analysing a wide range of economic and social aspects of migration issues. Familiarity with the concepts and approaches of international migration analysis and policies, and with their interactions with other micro-economic policies and macro-economic developments.


2. Key competencies

Strong managerial and organisational skills and ability to establish and maintain effective working relations with senior officials at both national and international levels.
Proven experience in team-building and managing teams and in guiding and motivating multicultural staff.
Successful experience in raising external funds to support activities.


3. Communication and OECD official languages

Ability to lead discussions in Committees and Working Parties and to liaise with senior officials, members of Delegations and representatives of the social partners and civil society.

Excellent media communication skills.

Excellent knowledge of one of the two official languages of the Organisation (English and French) and excellent drafting and editorial skills in that language; working knowledge of the other.



NB. The appointment may initially be made at the level immediately below if the qualifications and professional experience of the selected applicant correspond to that level; in this case, the duties and responsibilities assigned to the post will be adjusted accordingly.
